Technical Advisor to Managing Director at WASAC, Kigali, Rwanda – 23/10/2014, , Rwanda

The management of Water and Sanitation Corporation (WASAC) Ltd would like to inform the public that it is recruiting suitable and qualified Technical Advisor to Managing Director to provide strategic advice and support for coordinated implementation of water and sanitation sector reforms.

Key duties and responsibilities

(i) Act as the resource person for WASAC reform activities together with reform project funders, Government Agencies, consultants and other stakeholders so as to ensure integrated approach to reform process

(ii) Supervise and review WASAC consultants working on specific assignments such as business plan, procedures manuals, strategic and investment plans and company staffing.

(iii) Establish baseline performance indicators for KPIs for WASAC water utility as well as an implementable framework for monitoring of the same;

(iv) Review board decisions and devise an implementation and monitoring plan of the same;

(v) Identify high impact interventions that would result in improve service delivery including, inter-alia, billing systems and interface with financial management system and non-revenue water to enhance customer satisfaction;

(vi) Prepare management briefs and other high level strategic papers, such as briefs to the Ministry, Cabinet and other stakeholders;

(vii) Undertake other activities related to improving the operational efficiency of WASAC;

SKILLS AND QUALIFICATIONS

(i) At least 8 years’ work experience with at least 3 years or above in a senior management positions;

(ii) A track record of relevant experience in developing or reforming utilities or similar organisations with execution of at least one such contract during the last 5 years. Experience in restructuring and leading change within public/private sector will be an added advantage;

(iii) Proven track record of previous experience in establishment and advising of Authorities/boards entities and/or Governments organizations in similar assignments within developing countries in a utility regulatory or financial oversight role, preferably in Sub-Saharan Africa;

(iv) Successful experience in the financial and operational management in a private or public company is desirable;

(v) Demonstrated ability to effectively lead a performance improvement initiative;

Contract Duration

The duration of assignment is one (01) year with a possibility of extension.
