TERMS OF REFERENCE FOR THE CONSULTANCY SERVICE ON PRODUCTION, TRANSLATION AND DESIGN INTO CHILD-FRIENDLY VERSION OF THE CRC, OPAC, OPSC CONCLUDING OBSERVATIONS AND BUJUMBURA DECLARATION

1. Background
CLADHO is an umbrella of Human Rights Organizations in Rwanda, created in 1993 by four Associations. Today the membership has which grown over the years to 12 local Civil Society Organizations. Its mandate entails promoting, defending and protecting peace and Human rights in Rwanda.

CLADHO is affiliated to F.I.D.H (Federation International des Droits de l’Homme) and U.I.D.H (Union Inter-Africaine des Droits de l’Homme) and is a permanent member and observer of the Pan-African Commission of Human and Peoples Rights of the African Union.

Since December 2013 CLADHO is hosting organization of the Child right Coalition UMWANA KU ISONGA which is Composed by 30 CSOs working on Child Rights in Rwanda up to date.

CLADHO in partnership with Plan International Rwanda would like to implement its project named “Engaging CSOs and Children/Youth into Advocacy in Child Protection and Participation”.

“As a Child Centered Community Development organization, Plan Rwanda is committed to promoting and protecting children’s rights to ensure a bright future for the young generation.

Non fulfilment of the rights to protection and participation of children is not only attributed to lack of information and poor level of understanding of international child rights instruments such as CRC and its optional protocols (OPAC & OPSC) and non localized policies among families and children but also lack of adequate information on how the government will address some issues they are facing as recommended by bodies responsible for the implementation and monitoring of these instruments”.

Discussions with a number of children/youth revealed that the majority of families, children and youth in Rwanda are not aware of the content of the above mentioned instruments because most of them are formulated in foreign and technical languages, very difficult to be understood by ordinary citizens.

Aware of this situation, the EAC Partners States at the First Conference on the Child Rights in the EAC , held at Bujumbura, Burundi, committed to collaborate with other stakeholders, including but not limited to United nations Agencies, International Development Partners, the Inter- Agency Working Group on Children, Civil Society Organizations, Faith Based Organizations to develop, propose and recommend child friendly programs and policies that could be adopted by the EAC through the internet, to the public at large, civil society organizations, media, youth groups, professional groups and children, in order to generate debate and awareness of the Bujumbura declaration on Child Rights and Wellbeing in the East African Community (EAC).

It is against this backdrop that CLADHO supported by Plan International Rwanda, through its SIDA/SNO funded project ”Engaging CSOs and Children/Youth into Advocacy in Child Protectiona and Participation”, is undertaking an initiative to translate and design into child friendly versions the Bujumbura declaration on Child Rights and Wellbeing in the East African Community(EAC).

2. Overall goal of the consultancy
The purpose of this consultancy is to translate from English into Kinyarwanda the UN concluding observations on (CRC,OPAC & OPSC) the first East African Community Child Rights conference(Bujumbura Declaration). This will not only help wide community members (children and youth inclusive) be knowledgeable about the content of these instruments but also contribute to their implementation, monitoring and reporting.

3. Objectives of the Consultancy

General Objective
To guide the work of the consultant and enable CLADHO to monitor the quality of materials translated from English into Kinyarwanda.
Specific Objectives
• To collect existing materials mentioned in section 2 above;
• To translate those materials from English into Kinyarwanda;
• To design the final translated versions into child friendly versions.

4. Methodology, Profile of the consultant and proposal submission
• The consultant is expected to collect existing materials as mentioned above and proceed with the translation of these documents from English into Kinyarwanda and design of these into child-friendly formats.
• The technical team members from different child right organizations will be invited to a technical meeting to review and input the work done by the consultant. All feedback will be integrated in the draft translated (Kinyarwanda) and child-friendly designed versions.
• Where possible, a meeting will be organized with children to collect their views;
• A second technical meeting will be organized to validate the final versions; and
• The consultant shall submit the final versions to CLADHO in both electronic and hard copies.
The consultancy work requires the person with the following qualifications and experience:
• Educational background in law, human rights, linguistics and literature, or any related field;
• Minimum 5 years demonstrated work experience in translation areas;
• The proof that he/she successfully completed the similar work;
• Fluent in both written and spoken English and Kinyarwanda;
• Strong knowledge of international and regional legal instruments on children;
• Extensive demonstrated experience in working with children is an added advantage.
Each proposal should include the following:
– A detailed work plan including the timing and proposed total duration of the consultation;
– A detailed financial offer
– Reference letters of at least three professionals, with their contact information.
Prices offered cannot be revised during the contract. Any delay caused by the consultant shall be penalized; the amount of the penalty shall be specified in the contract.
5. Key deliverables
• English versions of the human rights instruments mentioned in section 2 above are collected;
• These instruments are translated into Kinyarwanda and designed into child-friendly versions;
• Constructive discussions on the translated and child-friendly versions are done among the key child rights organizations and consensus is obtained on the final versions;
• Final Kinyarwanda and child-friendly versions are validated in a technical meeting;
• Final versions are availed to CLADHO in both electronic and hard copies.
6. Duration, Mode of payment and specific conditions of the contract
The consultancy starts immediately after signing of the agreement and ends on the 20th calendar days with the submission of the final copies of all of material mentioned above translated into Kinyarwanda.
