Background

Rwanda Media Commission (RMC) is the institution responsible for Media Self-Regulation in Rwanda. Its mandate is contained in Media Law N° 02/2013 of 08/02/2013 especially Article 2, paragraph 20 that defines media self regulation and the circumstances the body is put in place. In particular, the body enforces the journalistic code of ethics, acts as the primary and highest adjudicator of complaints against the media, represents the broader interests of journalists and defends media freedom and media consumers in general.

In order to meet its mandate, the RMC is seeking to recruit experienced, self-motivated and managerially effective individuals to fill the following positions

Post Duties Qualifications
1 Executive Secretary
  •   Deploying, managing, supervising and evaluating all the employees of the commission on behalf of the Board of Commissioners
  • Participates in the development of RMC’s vision and mandate
  • Raising funds for the commission and managing the daily use of finances
  • Work with the finance officer to prepare annual budget for the board to approve;
  • Acts as the main technical and professional advisor to the Board and individual commissioners;
  • Developing operational work plans for the commission in line with its strategic plan and vision/mission
  • Drafting policies and procedures for approval by the board
  • Updating the board on the daily progress work of the secretariat
  • Receiving, evaluating and deciding whether complaints received by the commission have sufficient ground to be presented to the ethics committee
  • Ensuring cordial working, efficient and effective working relationship between the secretariat and the Board
  • Acting as the custodian of all the documents and properties of the commission
  • Representing the commission where necessary and performing any other function as may be determined by the Chairperson of the commission

 

 

  • Bachelor’s Degree in Management or any other related field
  • At least 3 years of experience in project management or any management related field
  • Knowledge of managing projects

Communication and Public Relations officer

(Re-advertised)

  • Is primarily responsible for the management, review and implementation of the RMC’s Communications strategy and Plan. In particular, he/she shall execute the following functions:
  • Advises the Chairman/ Executive Secretary on all internal and external communications
  • Organises and manages press conferences, co-ordinates statements and announcements on behalf of the Commission and informs the public about the Commission’s activities
  • Manages and ensure regular update of the RMC’s digital media platforms including the Website and social media channels such as twitter, Face book ,instagram, flickr and others
  • Acts as spokesperson when necessary and according to the instructions of his/her superior
  • Act as the principle contact person for all issues related to media, stakeholders and the public
  • Prepares and distributes press releases and other information
  • Prepares and maintains database concerning the information on all media in Rwanda
  • Organises media interviews/statements for and on behalf of the Chairman, Executive Secretary and Board members as appropriate
  • Responsible for internal and external communications
  • Edit and manage all publications of RMC including print and online publications and ensure high quality products

 

 

 

Qualifications

 

• Bachelors degree in communication
• Knowledge of media and media related issues

• Knowledge of current media status in Rwanda

 

  • Proficiency in both English and French Languages
  • Ready to start working
  • Should have good communication skills and should have done similar job before
  • Disciplined person with high integrity

Media Monitoring and accreditation officer

 

    Media Monitoring

 

  • conduct daily monitoring, using an agreed framework, of a wide variety of media, including print, radio, television and online news sources, to ensure professional and ethical compliance with the Code of Ethics as ratified by the assembly of journalists;
  • pinpoint specific aspects of media content as professional and/or ethical gaps that should form a basis for conversations between the RMC and editors/proprietors ;
  • brief and advise the Executive Secretary on daily basis, about any aspects of media content and/or trends that raise concerns regarding the Code of Ethics;
  • constantly review the monitoring framework and advise on appropriate adjustments to ensure an efficient and effective monitoring system.

 

Media Research and Analysis

 

  • regularly analyze media trends in professionalism
  • compile regular reports from monitoring data, citing trends and themes in media ethics and professionalism
  • publish regular reports about trends in media professionalism
  • Organize dialogues with journalists, editors, and owners to discuss trends in media ethics and professionalism.

 

Media registration and Accreditation of Journalists

 

  • ensure an effective system of registering new media outlets and issuing of certificates of registration
  • ensure an effective system of accrediting journalists and issuing of accreditation cards
  • construct and constantly update a database of registered media outlets and accredited journalists

 

Any other duty

 

  • Perform any other duty as assigned by the Executive Secretary in the furtherance of the mission, objectives and mandate of RMC.

 

 

• Bachelors degree in Journalism or any other related field
• Knowledge of media and media related issues

• Knowledge of current media status in Rwanda

 

  • Experience in media monitoring
  • Having been an editor of a media organ would be an added advantage
  • Ready to start working

Accountant  

Planning and budgeting:

  • Participate in preparation of annual and quarterly work plans, prepare quarterly advance requests to the donors funding in the applicable format;
  •  Participate in quarterly work planning and progress reporting meetings with the Executive Secretary;
  • Assist the Finance Officer  in projects budget monitoring and revision;

 

b) Accounting/Reporting:

  • Working closely with finance officer to establish a robust accounting system, including reporting and filling systems, in accordance with different projects document
  • Maintain petty cash transactions, including writing receipts, preparing payment request forms, disbursement of cash and clearance of advances;
  • Works with finance officer to prepare  financial reports for the commission

 

c) Control:

  • Working closely with finance officer, Monitor and ensure expenditure of the commission is made in accordance with the procedures in place;
  • Ensure documentation relating to payments are duly approved by the Chairman and Executive Secretary
  • Report any actual or potential financial issues to the finance officer and executive secretary, as appropriate;
  •  Monitor expenditure of petty cash and ensure records on file are up-to-date;
  •  Continuously improve systems & procedures to enhance internal controls to satisfy audit requirements;
  •  Maintain an inventory file to support purchases of all equipment/assets;

 

Qualifications

  • University degree with knowledge in accounting.
  •  At least two years of experience in financial and accounting work, solid experience budgeting, planning and reporting on international funded projects.
  • Good knowledge of administrative and accounting regulation and procedures
  • Good computer skills in common word processing (MS Word), spreadsheet (MS Excel), and accounting software.
