TITLE: DEVELOPMENT OF SMS REPORTING SYSTEM

I. BACKGROUND

The Ministry of Agriculture and Animal Resources (MINAGRI) with support of the Belgian Development Agency is implementing the support program to SPATII. In that framework, Support Program to SPATII (SSPATII) implemented Farmer Field Schools across the entire Rwandan territory. The SSPATII program is currently working with more than 2,500 FFS facilitators (trained farmers) and more than 3,500 FFS groups (group of about 30 farmers being trained by one FFS facilitators). This program is still expanding.

II. OBJECTIVE

In order to monitor and improve communication channels between the SSPATII program with the FFS facilitators and FFS groups, the SSPATII program intends to invest in modern tool and is looking for a firm to develop a SMS based reporting System. The system should allow rapid communication (in and out) between the program and its stakeholders and should allow easy analysis of information gathered via the SMS.

III. SCOPE OF THE WORK

The project will consist into two main phases:

– Development of the reporting & communication system

Daily reporting of FFS activities of 2500 facilitators
Instant disease reporting
Monthly or seasonal reports on indicators
– Use of the reporting system

Development of the system

The system to be developed must be user-friendly and easy to use. It should allow to send and receive SMS to a large number of people. At the beginning it should be allowed to send SMS to at least 2,500 people but this number could increase to 15,000 people. It should be able to manage from 3,500 to 25,000 incoming SMS on a day.
System should allow easy reporting and analysis of data gathered based on commonly used tools such as Excel or Access. This reporting should be available on-line (web-based) and real-time based. Information on the dashboard should provide a clear overview of the data.
Cost of development should be for free and the developing firm will remain the owner of the system and the system must be hosted by the firm on its own platform. The selected firm should grant direct access to the data-sheets (for incoming information) to the Program (e.g. via a remote access or a portal with username and password).
Since the firm owns the system, the firm will be able to offer the system to other clients for various purposes. It is expected that other organizations and FFS facilitators Cooperatives will be ready to use the system in the near future, In all cases, confidentiality of data should be ensured as secured access to data.
Use of The System

The MINAGRI estimates the use of the system between 500,000 and 750,000 SMS in the first year of operation. The cost per SMS will include the price paid to the telecom company plus a fix fee for the developing company. If the system is ready for use and MINAGRI is satisfied with test results MINAGRI will commit to pay the fixed added fee for a negotiated minimum number of SMS messages for the first 2 years. In case during the duration of the contract, the firm negotiates a decrease in price per SMS with the telecom companies — 50% of the decrease will be discounted to the MINAGRI. Therefore, MINAGRI must receive a copy of the contract concluded between the firm and the telecom companies. All information will be detailed within the Terms of Reference which will be sent to the qualified firms.

IV. QUALIFICATION CRITERIA

Firm should have experience with SMS based reporting system — at least 2 proven experiences ; – Project manager should have at least 3 years experience in developing IT solutions for clients that integrate IT and telecommunication solutions ;
Excellent English and Kinyarwanda knowledges;
Firm should be based in Rwanda ;
Firm must be able to produce a prototype for testing within 2 months after signing the contract.
V. DURATION
The system is expected to be developed within a period of 2 months during which all the previously described activities will have to be achieved.

VI. SUBMISSION
Expressions of interest will be submitted to the support to office of SPATII-PROGRAM2-MINAGRI, located at Gasabo District in the former offices of MINAGRI (street number: KG 548 St, house N°2) or on e-mail: [email protected] not later than 16/05/2014 at 11 a.m. (local time)
