The Government of Rwanda has received a loan from African Development Fund/Bank amounting to UA 8,6 millions to finance the Regional Information Communication Technologies Centre of Excellence Project which will be implemented in Rwanda Development Board (RDB) and intends to apply part of the proceeds of this loan for payments under the contract-for the services of a Civil Engineer.

Reporting structure:

The Civil Engineer will report to the project coordinator. In executing the assignment, close collaboration with other project staff and consultants must be ensured.

Terms and Conditions of Appointment:

The successful candidate will sign a one-year renewable contract and will work on full time basis.

Key Responsibilities:

The Civil Engineer will advise and assist the project in reviewing the design, the technical specifications and the bidding document for the construction of the centre of excellence. He/she will also support the project in following up the construction activities.
The Civil Engineer will report to the project coordinator and will have the following duties:
assist the project with the day-to-day implementation of contract for design, supervision and the construction of the center of Excellence;
monitor progress, evaluate results, and identify and resolve constraints;
identify appropriate technologies and the need for standardization of equipment and materials;
assist the Project in controlling and interpretation of the results of detail investigation and engineering surveys (geotechnical, topographical, etc), wherever necessary;
assist the Project in presenting of the designs to all stakeholders (including local government, donors and communities), addressing their concerns where necessary;
assist the Project in reviewing the designs, the developed bidding documents including bill of quantities and specifications following AFDB’s guidelines and assist in evaluation of bids and the proposed activities’ schedules;
update costs and financial information when needed;
Participate in meetings related to the design, supervision and the construction of the Centre of Excellence and reporting where necessary;
define quality control mechanisms and develop and implement a quality assurance program for all works, securing compliance with design/standards;
establish a contract tracking systems, including implementation schedules and milestones achievable;
To undertake any other assignment deemed to be in his/her competency/capacity by his supervisor in a manner that does not conflict with his core function.
Required Academic Qualifications, Knowledge, Competences and Skills:

A University degree in civil engineering
At least 5 years’ experience in civil engineering field especially in design and supervision of the civil works;
Prior experience in working with AfDB or a donor funded project would be an added advantage;
Computer literate with very good knowledge of MS Office (Word, Excel, Access, Power point);
Excellent communication in English and/or French and working knowledge of the other.
