Position Summary

GRM International seeks an experienced Chief of Party (COP) for an anticipated USAID funded Feed the Future project in Rwanda. The goal of the Private Sector Driven Agricultural Growth project is to increase smallholder incomes by promoting private sector investments – internationally and domestically – that contribute to the Government of Rwanda’s aim of transforming agriculture into a market-oriented, competitive, and high-value sector. PSD-AG has two primary objectives: Assist the GoR to increase private sector investment; and facilitate increased private sector investment in upgrading agricultural value chains.

Key Responsibilities

The Chief of Party will provide overall technical, administrative, and financial management leadership; prepare, review and monitor contract reporting and deliverables; oversee the recruitment and engagement of technical staff; liaise with the GRM International’s home office, relevant USAID personnel, and project partners; and provide technical implementation expertise as necessary to project components.

Minimum Qualifications

  • Demonstrated expertise and 5 years of chief-of-party experience in managing large (at least $10 million), complex agricultural development and agriculture investment promotion programs with a value chain growth focus, preferably within an African context;
  • Minimum of 10 years in a senior management position and/or managing large, complex, and multi-faceted donor-funded projects (USAID experience preferred);
  • Demonstrated effectiveness in policy analysis and dialogue with host country governments;
  • Experience with USAID Feed the Future initiatives, preferably in Rwanda or East Africa;
  • Demonstrated ability to be collaborative across projects, flexible and creative;
  • Evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, research institutions);
  • Experience with market and trade led agricultural approaches, value chain competitiveness and private sector orientation;
  • Excellent leadership, management and organizational skills;
  • Results orientated;
  • A team player;
  • Strong presentation, interpersonal and intercultural communication skills;
  • Bachelor’s degree required, Master’s degree preferred (in relevant field);  Fluency in English.
