Adult Literacy Program Officer – DEADLINE: 15/05/2014, , Rwanda

Global Communities in Rwanda is implementing a five year (2011-2016) Integrated Improved Livelihoods Program (IILP) locally known as Ejo Heza “Brighter Future” and funded under the USAID Feed the Future Initiative. The program aims to improve livelihoods of Rwanda’s very poor in rural areas, particularly women, through expansion of responsible and appropriate access to finance and markets, increased economic opportunities and incomes, a focus on financial literacy and enhanced food consumption.

As a lack of basic literacy and numeracy are a principal constraint to economic development and access to finance, USAID Ejo Heza expands opportunities for learning through the program’s local implementing partner ADEPR. The program is implemented in 400 literacy centers across 8 districts in the Southern and Western Provinces of the country.

USAID Ejo Heza is currently seeking to recruit an Adult Literacy Officer to support work under this component.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Adult Literacy Program Officer, will coordinate all activities of the program and partners in adult literacy. The Officer will spearhead and support development and implementation of the adult literacy program in line with USAID Ejo Heza objectives. He /she will monitor, document and communicate appropriate and relevant feedback and results with partners and the program for action. The position will report to the Senior Nutrition Specialist who spearheads the incorporation of nutrition in literacy education.

Key Responsibilities:

Develop specific program plans in line with USAID Ejo Heza objectives in literacy

Carry out continuous assessment of adult literacy activities to ensure relevance and quality of the curriculum and modules in use and beneficiary centered teaching and learning strategies

Assist the Nutrition Specialist to organize adult literacy trainings, and follow up on activities in the 8 districts;

Provide technical support to ADEPR Field staff in adult learning and delivery methodology.

Ensure the incorporation of nutrition, agriculture and financial messages into the literacy program;

Organize regular field class visits, assess literacy activities and report on the progress, lessons learnt and challenges

Collaborate with M&E team, to collect adult literacy data, analyze and provide periodic reports

Prepare quarterly literacy activity plans

Undertakes all other duties as may be assigned by the Supervisor
Minimum Qualifications:
Bachelor’s degree in Education or any field relevant to program management.

5 years professional experience, with at least 3 years’ experience implementing basic and functional Adult Literacy programs in the country.

Experience working with USAID programs or other international donors

Demonstrated capacity to work with wide range of stakeholders, including staff from international organizations, local civil society organizations and Government of Rwanda.

Strong report writing and analytical skills and experience in monitoring and evaluation of adult literacy programs

Fluency in English (excellent oral and writing skills) and in Kinyarwanda. French is a plus.

Proficiency in Microsoft Office Suite

WORKING CONDITIONS:
This position requires significant travel to the target districts. At least 60% of the time of this position will be in the field.
