Responsibilities

To advise on appropriate policies for private sector development and prepare draft policy papers ;
To act as liaison with relevant Ministries and Agencies working in the promotion of investment and export promotion ;
To develop coordination and consultative mechanisms and processes for private sector ;
To assess the potential for private sector development, identify gaps, as well as future expansion in existing sub sectors, and advice on appropriate interventions ;
To evaluate private bankable projects for adoption by private sector entities ;
To mobilize and investigate new sources of funding, foreign, domestic, public and private ;
To develop mechanisms and incentives for private sector financing ;
To establish and develop working relationships with partners in the private sector
To mobilize private sector investment in the agriculture sector
To prepare and update a national database of private sector involvement in the agricultural sector ;

Qualifications

A0 in Agribusiness, Agriculture – Economics with 3 years of working Experience or Master’s Degree in Agribusiness or Economics
2. Food Security Crops Specialist

Responsibilities

To participate in the preparation of agricultural seasons for food security crops ;
To give an information regarding the food security and nutrition status ;
To work closely with local governments and other stakeholders in the implementation of planned seasonal activities for food security crops ;
To ensure the collection of data and information from local government and management of early warning systems ;
To produce regularly reports on the production of food security crops.
To develop and maintain effective working relationships with stakeholders involved in food security crops production ;
To monitor and Evaluate all activities of agricultural extension for food crops ;
To ensure provision of advice and technical assistance to local government in the implementation
Qualifications

A0 in Agriculture Sciences, Food science Crop sciences, Horticulture, AgroEconomics, Agribusiness with 3 years of working experience or Master’s Degree in Agriculture Sciences, Crop sciences, Horticulture, AgroEconomics, Agribusiness
3. Crop Protection Specialist

Responsibilities

Collects information related to pests and diseases from different region of the country ;
Conducts diagnosis on diseases for identification ;
Produce regularly reports on disease incidences in the country with possible interventions ;
Ensures appropriate measures to limit diffusion of diseases, pests and weeds in the country ;
Ensures quick action whenever crop diseases appear ;
Work with research institutions on the new diseases identified and for remedy of the problem in the country ;
Collect pest information from the field or other sources for use by the National Plant Protection Services ;
Maintain and update the generated data and keep them in the central database of National Plant Protection Services ;
To prepare, promote and coordinate all activities of crop protection in collaboration with other stakeholders and Evaluate their implementation ;
In collaboration with concerned institutions, to put in place mechanisms for crop pests and diseases control and Monitor their implementation
To perform any other related duties as required ;
Qualifications

A0 in Geographic Information system, Agriculture, Environment with 3 years of working experience or Master or Equivalent in Geographic Information system, Agriculture and Environment
4. Agriculture Input Specialist

Responsibilities

To prepare, promote and coordinate all activities of agricultural sector wide initiatives to improve input access

Develop field-ready strategies to increase farmers’ knowledge and use of appropriate agricultural inputs in response to barriers
Strengthen the private sector role in demonstrating the benefits of using improved inputs ;
Develop and strengthen relationship between Farmers and input dealers.
Collaborate closely with other partners that operate in Agriculture inputs area to facilitate farmers’ access to improved seed.
Work closely with local Government to facilitate farmers’ access to improved inputs at affordable and timely.
To produce regularly reports on the availability and Distribution of Inputs for season preparation.
To elaborate policies and programs related to Agriculture inputs trading ,Accessibility, Distribution and marketing
To monitor all activities of agricultural extension and inputs use ;
To initiate urgent mechanisms aimed at availing affordable fertilizers and other agricultural inputs on time ;

Qualifications

A0 in Agriculture, Environment, Project Management with 3 years of working experience or Master or Equivalent in Agriculture, Environment and Project Management
5. Soil and Water Management Specialist

Responsibilities

To develop guidelines for soil erosion control with regards to different soil conditions and agro climatic zones ;
To define technical standards for soil erosion control and mechanisation ;
To advise on formulation of legislation related to soil erosion control ;
To elaborate policies and programs related to soil erosion control and mechanisation and monitor their implementation ;
To monitor and evaluate the implementation of different programs and projects related to soil erosion control and mechanisation ;
To advice on soil fertility measures for various soils and on right machinery to be used for various soils ;
To perform any other related duties as required ;
Qualifications

A0 in Rural Engineering, Agriculture Mechanization, Water Management, Irrigation System with 3 years of working experience or Master’s Degree in Rural Engineering, Agriculture Mechanization, Water Management, Irrigation System.
6. Export Crops Specialist

Responsibilities

To initiate urgent mechanisms aimed at availing affordable fertilizers and other agricultural inputs for traditional export crops and on time ;
To initiate urgent mechanisms aimed at availing affordable fertilizers and other agricultural inputs for traditional export crops and on time ;
To participate in the preparation of agricultural seasons for traditional export crops ;
To work closely with local governments and other stakeholders in the implementation of planned seasonal activities for traditional exports crops ;
To produce regularly reports on the production of traditional exports crops.
To ensure the collection of data and information from local government and management of early warning systems ;
To organize and facilitate working groups on the traditional export crops.
To develop and maintain effective working relationships with stakeholders involved in traditional export crops production ;
To monitor and Evaluate all activities of agricultural extension for traditional export crops
To elaborate policies and programs for traditional export crops value chain development and, monitor their implementation ;

7. Cattle Development Specialist

Responsibilities

To monitor the implementation of livestock policies ;
To monitor and evaluate the implementation of artificial insemination campaigns ;
To work closely with local governments and other stakeholders in the implementation of programs related to cattle genetic improvement and feeding
To ensure the collection of data and information from local government and other stakeholders about animal production and animal feeding and to produce regularly reports on that ;
To develop and maintain effective working relationships with stakeholders involved in cattle development ;
To monitor all activities of extension for cattle development in collaboration with MINAGRI Agencies, projects and other stakeholders ;
To propose mechanisms for increasing the adoption by farmers of research innovations on cattle development.
To propose and coordinate the implementation of programs aimed at improving cattle nutrition
To perform any other duties as required
Qualifications

A0 in Veterinary, Animal Sciences, Animal Production with 3 years of working experience or Master’s Degree in Veterinary, Animal Sciences, Animal Production.
8. Feeder Road Specialist

Responsibilities

To develop strategies aimed at improving rural feeder roads and agricultural products market access ;
Actively participate in the feeder roads sub-Working Group in the definition of the needs assessment ;
To collaborate with MININFRA, RTDA, Feeder Roads Projects, districts and donors ;
To conduct impact assessment surveys on rural feeder roads and market access ;
To assist in the preparation of reports based on M&E findings and the sharing of outputs of M&E findings with implementing partners and primary stakeholders ;
Update MINAGRI Management Information System on rural feeder roads and market access for agricultural and livestock products
To perform any other duties as required
Qualifications

A0 in Civil Engineering, Rural Development with 3 years of working experience or Master’s Degree in civil Engineering, Rural Development
9. Apiculture and Commercial Insects Specialist

Responsibilities

To monitor and evaluate the implementation of bee and commercial insect farming activities ;
To monitor the implementation of appropriate strategies meant for ensuring prevention, protection and treatment of bee and commercial insect diseases ;
To Work closely with local governments and other stakeholders in the implementation of bee and commercial insect farming development programs,
To ensure the collection of data and information from local government and other stakeholders about bee and commercial insect development programs and produce regularly reports on that ;
To develop and maintain effective working relationships with stakeholders involved in bee and commercial insect farming development programs ;
To perform other related duties as required ;
To monitor and evaluate all activities of extension related to bee and commercial insect farming in collaboration with MINAGRI Agencies, projects and other stakeholders ;

10. Fish Farming Specialist

Responsibilities

To monitor and evaluate the implementation of fishery and fish farming activities ;
To monitor the implementation of appropriate strategies meant for ensuring prevention, protection and treatment of fish diseases ;
To work closely with local governments and other stakeholders in the implementation of fishery and fish farming development programs,
To ensure the collection of data and information from local government and other stakeholders about fish and fish farming development programs and produce regularly reports on that ;
To develop and maintain effective working relationships with stakeholders involved in fishery and fish farming development programs ;
To perform other related duties as required ;
To monitor and evaluate all activities of extension related to fishery and fish farming development in collaboration with MINAGRI Agencies, projects and other stakeholders ;

11. Animal Products Export Specialist

Responsibilities

To monitor and evaluate the implementation activities related to the Exports of animal product ;
To monitor the implementation of appropriate strategies meant for ensuring prevention, protection of Transboundary disease that affect international animal product trade ;
To work closely with local governments and other stakeholders in the implementation of activities related to animal product export,
To ensure the collection of data and information from local government and other stakeholders about animal product export and produce regularly reports on that ;
TO develop and maintain effective working relationships with stakeholders involved in animal product export development programs ;
To perform other related duties as required ;
To monitor and evaluate all activities of extension related to animal product export in collaboration with MINAGRI Agencies, projects and other stakeholders ;
To ensure provision of advice and technical assistance to local government in the implementation of animal product export development programs.

12. Food security Strategic reserve Specialist

Responsibilities

To prepare, promote and coordinate all activities of food security strategic reserve in collaboration with other stakeholders ;
To produce regularly reports on food security strategic reserve ;
To advise on formulation of legislation related to food security strategic reserves ;
To elaborate policies and programs related to food security strategic reserve and monitor their implementation ;
To monitor and evaluate the implementation of different programs and projects related to food security strategic reserve ;
To give information on the postharvest status ;
To participate in the food crisis resolution around the country ;
To monitor the distribution of food when there is food shortage ;
To perform any other related duties as required
Qualifications

A0 in Agriculture,Veternary, Animal Production, with 3 years working experience or Master’s Degree in Agriculture, Veternary, Animal Production
13. Agriculture Financing and Agribusiness Specialist

Responsibilities

To develop strategies aimed at improving the financing of agricultural sector by both public and private institutions ;
To collaborate with financial institutions supporting agriculture sector ;
To advice on mechanisms to introduce insurances schemes in agriculture sector ;
To explore financing arrangements (public /private partnerships, credit guarantee schemes, favourable loan schemes with private lenders)
To develop strategies aimed at maintaining and enhancing existing markets, opening up new markets for agriculture products ;
To participate in international trade negotiations interesting agriculture sector ;
To act as information point to producers on international, regional and national prices, quality measures and standards ;
To develop strategies and programs for facilitation of value addition in agriculture and livestock ;
To perform any other related duties as required
Qualifications

A0 in Agribusiness, Agro Economics, Agriculture financing, or Master’s Degree in Agribusiness, Agro-Economics Agriculture Financing
14. Agriculture Statistics Specialist

Responsibilities

To set up a data collection tool for the agriculture sector ;
To constitute the data base needed for elaboration of policies and strategies in the agriculture sector ;
To liaise with other institutions involved in data collection ;
To work closely with MINAGRI projects on impact assessment surveys
To manage and always update the Ministry’s database ;
To coordinate the collection of data and information from local government, border posts, public and private sector entities, neighboring countries and management of early warning systems.
To advise on the need for and how to conduct relevant sector periodic surveys and audits.
To perform any other related duties as required
Qualifications

A0 in Statistics, Applied Mathematics, Agriculture Statistics, Economics, Agro Economics with 3 years working experience in the area of Agriculture statistics
