1. Job title : MANAGER FOR CORPORATE PLANNING (1 Position)
The Post is on Grade 7
Under the supervision of the Senior Manager Corporate Planning, the Manager for Corporate Planning is responsible for the preparation of departmental action plans in conjunction with other departments, ensuring that the planned activities are implemented.
Responsibilities
Provide guidelines to RRA departments for the preparation of their annual action plans and ensure they are adhered to ;
Prepare annual action plan, budget and procurement plan for Planning and Research Department ;
Analyze revenue data from operational departments and make recommendations for improvement ;
Prepare quarterly, semi and annual progress reports on the implementation ofRRA Action Plan ;
Consolidate RRA weekly flash reports ;
Prepare documents and Power Point presentations to the meetings on RRA performance ;

Under the supervision of the Senior Manager for Research & Policy Analysis, the Manager for Research and Policy analysis, researches the implication of changes in economic policies and repotts on their impact on the tax base and revenue collection.
Responsibilities :
Reviews and acts on the impacts on compliance of legislative and procedural changes ;
Analyses and acts on trends of tax avoidance scheme and methods of tax evasion ;
Reviews and acts on the impact of external agreements affecting the RRA operations ;
Analyses the implications and impact of tax policy changes on revenue collection ;
Identifies ways and means through which the tax base can be widened ;
Acts as the secretary to the Internal Tax Policy Committee meetings ;
Ensures that research findings database is safeguarded for future reference ;
Provides timely and accurate performance reports to the Principal research and policy analyst officer ;

The Post is on Grade 6
Under the supervision of the Head of Reform and Modernization Division, the Modernization Expert ensures the coordination and implementation of reform and modernization initiatives in Support Departments.
Responsibilities : Designing and formulating modernization initiatives targeting continued modernization with Support Departments ; Carrying out the evaluation of various modernization initiatives implemented by Support Departments ; Monitoring the implementation of modernization initiatives within Support Departments ; IdentifYing and benchmarking international best practices that can lead to further improvements in Support Departments ; Developing refonn and modernization project papers, Advising on ways of improving customer service delivery in Support Departments ; Propose the implementation of modernization initiatives based on international conventions ; Ensure proper management of the funds and other modernization resources ; Crying out another task assigned by the supervisor.

4. Job title : RISK ANALYSIS SPECIALIST (4 Positions)
The Post is on Grade 6
Under the supervision of the Head of Risk management for Support Departments Division , the Risk Analysis Specialist identifies the administrative risks, (from support department operations) analysis them and detennines their impact on RRA’s goals and objectives and also suggests possible measures to avoid such risks, and related opportunities for internal control improvement.
Responsibilities
Ensure that Administrative Risks at corporate level are identified, likelihood impact analyzed and propose mitigation measures
Design, implement and maintain an overall risk management process and procedures
Analyze the Human Resources policies on the organization’s performanceMonitor developments in the regulatory framework and proactively adapt risk management process and procedures whenever necessary
Develop, review and improve RRA policies that affect compliance resources and strategies
Evaluate the risks associated to IT systems used by the institution and propose corrective measures,
Evaluate all projects that RRA takes up and risks involved before taken up,
Evaluate the impact of E-tax solutions on tax compliance level,
Identify factors affecting tax compliance and advice the management on strategies
aiming at influencing taxpayer’s compliance behaviour,
Carrying out any other task assigned by the supervisor.

The Post is on Grade 5
Under the supervision of Risk Analysis specialist, The Senior Risk Analyst Officer is responsible for managing ASYCUDA selectivity through development of selectivity criteria and parameters, preparing and maintaining importer, commodity, and origin and declaring risk profiles and monitoring audits results to update risk profiles and selectivity.
Responsibilities
Collects data on importers, commodities and origins using ASYCUDA World, Data Warehouse, tax arrears database and other sources of information to support risk assessment ;
Evaluates and reviews Risk assessment, analysis and selectivity ;
Develops selectivity criteria and parameters and update them regularly ;
Carrying out risk analysis activities to identify operational risks and targets ;
Developing appropriate mitigation strategies to address identified risks and referring action to other sections/departments as required ;
Conduct risk analysis to determine magnitude and consequences of risk and adopt the appropriate treatment ;
Train other staff on Risk Management issues
Prepares performance measurement reports on the ASYCUDA selectivity management activities ;
Develops, maintains and updates risk profiles for importers, commodities, origins and declaring ;
Produces monthly analytical report on Customs Clearance time from entry points up to exit of consignment and proposed solutions to overcome any identified delay ;
Undertakes quality checks of GCS and AEO’s declarations to ensure that information provided by GCS and AEO beneficiaries is accurate ;

6. Job title : SENIOR TRAINING OFFICER (1 Position)
The Post is on Grade 5
Under the supervision of the Deputy Principal in charge of Administration for the Training Institute, the Senior Training Officer coordinates all training activities relating to training and assumes day to day responsibilities of facilitating trainers to deliver courses.
Responsibilities :
Coordinates designing of Curricula for RRA
Ensures that development needs identified in job analysis are included in the Training plan Under the supervision of the DP A participates in all training activities of the Institute
Assumes responsibility for the safety and administration of the training aids
Prepares annual procurement of Training resource persons required by the Department.
Facilitates training whenever appropriate or during the absence of a trainer
Maintains statistics on-time attendance of trainees on training venues
Prepares Terms of reference for the consultants required by the department
Evaluates the quality of services before submission of invoices for approval
Ensures periodic reports are submitted to the Principal of the Training Institute.

7. Job title : LIBRALIAN (1 Position)
The Post is on Grade 5
Under the supervision of the Deputy Principal in Charge of Administration, the librarian will coordinate and execute all library activities of the institute and assume day to day responsibilities to facilitate use of library facilities by all RRA staff at the Institute and other designated areas.
Responsibilities :
Together with the Deputy Principal in Charge of Administration will prepare the budget for library facilities
Coordinate and oversee effective sourcing of library reference material to be used by trainees,trainers and other staff
Coordinate identification of books in consultation with staff based on training needs identified
Together with the IT expert design library website relevant links for electronic library users
Coordinate purchase of books with procurement unit
Supervises the smooth running of the library, institute property, and office services
Executes and sensitizes all staff to use library materials both on line and physically
Identify relevant publishers and subscribe the institute to them to get information on new books

The Post is on Grade 5
Under the Supervision of the Human Resources Policies and Strategic Planning group leader, the HR Policies and Strategic Planning officer is responsible for participating in planning of Long-term human resource strategies for RRA.
Responsibilities :
Designs career path strategies for staff members and departments ;
Designs a compensation system that will reward performance while taking into account RRA financial constraints and realities of market ;
Planning long-term Human resource requirements, taking into account socio-economic prospects of Rwanda,
Collects and interprets statistics for RRA staff ;
Evaluates implementation of HR processes ;
Identifying trainable employees for retention program
Ensures processes are properly designed in all divisions and designs own section processes ;
Preparing reports to the Division Head.

Under the supervision of the Recruitment and Development Group Leader, the recruitment and skills development officer is in charge of providing information and assistance to the departments by establishing training strategic plans, in career planning and development. Manpower planning, continuously analysis of jobs in the organizations and ensure that job Descriptions reflect changing circumstances in the organizations.
Responsibilities :
Participate in designing training plans for all departments of the RRA, ensuring that development needs identified in job analysis are included.
Designing and expanding training and development programs based on both the organization’s and the individual’s needs ;
Collect data of Training needs from RRA staff appraisals forms ;

10. Job title : JUDICIAL INVESTIGATION OFFICER (1 Position)
The Post is on Grade 5
Under the supervision of the Deputy Commissioner for Legal and Board Secretariat department, the Judicial Investigation Officer follows up criminal cases in Prosecution process and Courts.
Responsibilities : Determine if there is sufficient evidence in support of a particular criminal case ; Assess legal issues and related merits of the criminal case ; Provide guidance and advice on prosecution issues ; Follow up the cases under prosecution process and in Courts ; Report on the criminal cases in prosecution Process and in Courts ; Ensure that there is smooth working relationship between RRA and Prosecutor General’s Office and other relevant Authorities.

The Tax officer reports to the Tax Audit Team Leader.
Main duties and responsibilities 1. Performs office audits of tax accounts for individual and enterprises by :
obtaining cases assigned from tax accounting system ;
obtaining taxpayer’s accounts details from their accounting system ;
obtaining all relevant documents from filing and documentation room ;
reviewing accotmt balance details and analyzing compliance to the tax

Collects customs duty and ensures that duty payable is received, secured and banked ;

15. Job title : MEDIA PRODUCTION OFFICER (1 Position)
The Post is on Grade 4
Under the supervision of Senior Production Officer, the Assistant Media Production officer will be in charge of the following tasks :
Create promotional materials and work with outside vendors such as graphic designers, printers, photographers and to make sure all communications reflect the standards and mission of RRA
Develop the media data base establishing and developing private lists as required and updating files held on key journalist’s publications
Liaise with journalists to cover up RRA news.
Production of external and internal corporate communications and publicity materials e.g. Magazine, News release, brochures, Posters and other relevant corporate materials.
Do camera shootings that include : Feature films, TV documentaries, promos & trailers, and corporate videos,
Do both Audio Visual production and video editing
Provide technical skills to maintain RRA both photos and Video cameras.
Commissioning and undertaking photographic work for news, publications, display and achieve purposes
Prepares the production of RRA monthly TV and Radio program.
Making announcements and distribute them to the selected media institution.

Under the supervision of the Regional coordinator, the Administrative assistant helps the regional coordinator to coordinate all the RRA activities in respective province.
Responsibilities
To receive and register all documents from different stations other than Kigali
To receive all incoming and outgoing letters from the Regional coordinator’s office
To request for, distribute and receive receipt books that are needed in the provinces stations.
Gather all reports coming from all stations in the province.
To organize and prepare programs for meetings concerning TAC, Tax education, etc
Prepare and update the list of taxpayers in the province
Analyses the enforcement of tax arrears, tax declaration and auditing that has been done.
Make all the requisitions for the necessary items in the province
Carryout any other activity as assigned by the supervisor

The Post is on Grade 3
Under the supervision of the Head of Department, the secretary is responsible for handling all correspondences and telephone communications as well as making arrangements for the Deputy or Commissioner’s meetings.
Responsibilities :
Good analytical and organizational skills ;
Monitors all correspondence and phone communications within the Head of department’s office
Types all documents and correspondence
Makes all necessary arrangements to ensure the Head of department’s attendance in the meetings.
Assists with typing and other administrative matters in other divisions when required to do so.
Relays all information from the Director’s or Commissioner’s office to other staff members
Prepares agendas and minutes for all meetings in the Department
Supervises messenger, photocopier and mail officer in the department, ensuring they perform their duties according to the desired standards
Performs other related duties as assigned by the supervisor
Job Specifications : Diploma in secretarial studies or equivalent in a related field preferably management with at least 2years working experience.
Skills : Ms Office and typing speed of at least 80 words per minute, good writing and report writing abilities and Good communication abilities.
