JOB OPPORTUNITY

1. Background

The National Union of the Disability Organizations of Rwanda “NUDOR” is a permanent organization that was established as a civil society organization since September 2010 by 8 National organizations of Persons with Disabilities. Through its activities, it aims to ensure that the practical needs of persons with disabilities at personal and institutional levels are fully addressed with a bias on empowerment.

NUDOR aims to ensure that People with disabilities are benefiting from capacity building for self engagement, provision of assistive devices, facilitation of trainings, alleviation of poverty strategies through facilitation of self and formal employment and general improvement of their standards of life.

NUDOR is seeking to recruit a “Project Officer” to manage the joint project “Mobilization of Deaf people in Rwanda” owned by two Organizations of Deaf Persons: 1. Rwanda National Union of Deaf “RNUD” and 2. Rwanda National Associations of Deaf Women “RNADW” and the project is financed by the Swedish Association of Deaf People-SDR/Malmo Deaf Club and MyRight-Empowers Persons with Disabilities

The overall goal of the project by 2014 is to strengthen the organisational capacity of RNUD and RNADW through increasing membership by establishment of local organisations branches of each organisation at the grassroots level by recruiting and registering of more members. A part from above, by supporting the 2 organizations to get legally registered by competent authority, the 2 organizations will be stronger to run advocacy work in key identified areas.

Job Summary

The primary responsibility of the Project Officer is to lead the effective implementation of the project, according to their implementation plan, and deliver the milestones and performance targets agreed between NUDOR/RNUD-RNADW and SDR/MYRIGHT, within the specified time frame and budget. It requires practical experiences in projects management, effective communication with Deaf Persons, negotiation, networking, Deaf Culture and reflective learning. The Project officer will work closely with RNUD and RNADW as well as NUDOR’s Projects Manager and report to the NUDOR Executive Secretary.

2. Key Roles and Responsibilities

2.1. Project implementation, monitoring, evaluation and reporting

? Lead the development and validation of detailed project plans that will deliver the project’s targets.
? Ensure quality and timely implementation of activities, following those plans.
? Lead the development of the project M&E framework – tools, system and plans.
? Lead the preparation and facilitate implementation of all major M & E events and, midterm review and end of projects evaluation, impact assessment etc;
? Lead the collection and documentation of lessons learnt, good practices and success stories;
? Ensure timely reporting of project activities implementation as per the requirements of the partners and NUDOR reporting schedule
? Prepare project reports in line with reporting required in Grant Agreement Document;

2.2. Resource management &Resource mobilization/ Fundraising,

? Ensure compliance with NUDOR and donors’ policies on budget management;
? Manage project budget and monitor budget utilization as needed ( follow up the projects budget utilization and timely analyze projects financial reports)
? Analyze monthly , quarterly and annual projects financial reports
? Ensure project audits are completed as required;
? Participation in the preparation and submission of concept notes and full proposals and support RNUD and RNADW to develop proposals for funding

3. Skills for the Roles and responsibilities

? Strong leadership , managerial and administrative skills;
? Operational decision making;
? Excellent reports writing skills;
? Knowledge of projects planning, management, monitoring and budgeting;
? Ability to find innovative ways to resolve problems;
? Ability to work positively with the range of individuals involved in the program
? Excellent networking skills with the ability to establish good relationships,
? Good understanding of a partnership approach to development
? Self motivated with proven ability to take the initiative
? Able to prioritize tasks and work to deadlines
? Flexible and adaptable
? Fluent in English or French (spoken & written),
? Knowledge of Deafness and Deaf culture are added advantage,
? Knowledge of Sign Language is given priority;

4. Requirements / Qualifications

The Projects Manager must fulfill the following requirements:

? Rwanda Nationality
? Deaf persons are given priority and are encouraged to apply
? A Bachelor’s Degree in Project Management, Planning, Business Administration, development studies , Economics or any other related field;
? Minimum of 1 year working experience in rights, advocacy and policy oriented programs
? Familiarity in working with Donors
? Facilitation, capacity building, and advocacy skills,
? A good understanding of budgeting procedures and financial management skills
? Proven ability to produce results within tight deadlines and in a very busy environment,
? Ability to work independently and under pressure,
? Fully computer literate and familiar with main Microsoft Office tools ( Internet, Power Point, Word, and Excel)
