Rwanda Governance Board (RGB) is a National Institution whose mission is to promote the principles of good governance and decentralization, monitor the practices of good governance in public and private institutions and conduct research related to governance for achieving good service delivery, Media, Civil Society, Political Parties, sustainable development and prosperity. In an effort to fulfill its commitment, RGB through wishes to recruit well qualified and experienced candidate to fill the following vacant positions:

Job title 1: Home Grown Initiatives Program Coordinator/Principal Researcher (1)
Overall Purpose

To carry out research projects related to and Home Grown Initiatives and Governance issues
To organize and conduct policy dialogues related to Home Grown Initiatives and governance issues
To carry out policy analysis of different Home Grown Initiatives
Key Responsibilities and Duties

Carry out and coordinate research on Home Grown Initiatives;
To propose policy reforms regarding Home Grown Initiatives and Governance related issues;
Undertake desk review on existing HGIs , reports and provide strategic guidance to RGB;
Analyze or have a governance lens in a wide range of information and research;
Conduct regular needs assessment and recommend priority areas of improvement and deeper research with focus on 4 pillars of the government;
And any other duties that may be assigned to you by your immediate supervisor/management.
Key Competencies

The following specific expertise is required for this assignment:

Knowledge of diversity issues in governance sector;
Experience evaluating the effectiveness of governance and socio-economic support programs or other relevant governance project experience
Familiarity with experimental and non-experimental design including statistical skills needed to design and analyze the results of experiments;
Knowledge of survey design and sampling methods;
Good mentoring skills and Strong interpersonal skills;
Experience in an advisory capacity at national and international levels in the field of governance research, policy development, research planning, organization and management in developed and developing countries, particularly in Africa;
Familiarity with international governance research organizations;
Proficiency in MS Office (Word, Excel, Power Point), be familiar to software (such as SPSS, STATA, E-views) would be an added value;
Fluency in English and Kinyarwanda is essential, knowledge of French would be added advantage;
Good communication and interpersonal skills especially coordination of activities involving multiple stakeholders;
Good written and oral communication skills especially ability to analyze and write scientific papers.
Minimum Qualifications

The candidate should be fully qualified with at least Master’s degree in relevant field related to the content of the assignment (Economics, Statistics, Political sciences, International Relations, Development studies, Law with 3 years of relevant research experience in planning, managing, organizing and evaluating political and social research in developing countries.
A publication record in both academic and policy oriented outlets on governance issues;
Experience of representing an organization, and of making presentations;
Proposal and narrative report writing experience;
At least 2 years of Experience in specialized training in monitoring and evaluation and/or comparative research design.
Job Title 2: Political Parties Registration & Monitoring Officer (1)
Key Responsibilities and Duties

Receive and ensure that all the requirements needed for a complete file are enclosed according to article 12 of the law no 10/2013/OL of – 11/7/2013 governing Political Organizations and Politicians
Identify all political parties operating in Rwanda, their location, address of their activities;
Carry out research on the different activities conducted by political parties, analyze their impact and disseminate regular and timely reports;
Ensure that all cases are documented and properly filed in a professional manner;
Analyze political parties application files and submit report to the unit coordinator;
Carry out research relevant to his/her duties to ensure standardized and efficient performance;
Implement government policies, strategies and programs related to political parties;
Advise the unit coordinator on the best practices the performance of political parties;
Perform any other tasks as may be assigned by a competent authority;
Prepare and submit regular and timely reports to the supervisor.
Key Competencies

A good knowledge of the politics and organization policies and procedures of the Republic of Rwanda.
Ability to interpret different laws and regulations related to politics and religions;
Initiative and ability to make appropriate linkages in work requirements and anticipate next steps.
Communication skills
Ability to write in a clear and concise manner and to communicate effectively orally.
Ability to communicate with tact and discretion.
Ability to interface and interact with media organizations professionally.
Ability to communicate in Kinyarwanda, English or French. Knowledge of all three languages is an added advantage;
Planning and Organizing
Effective organizational skills and ability to handle a large volume of work in an efficient and timely manner.
Ability to train and supervise the work of new and lower-level staff.
Minimum Qualifications

A Bachelors degree in Political Sciences, Law, Administrative Sciences, Management with 4 years practical experience;
Fluency in oral and written English and French; working knowledge of other official Rwandan languages is an advantage;
Excellent communication abilities are a must. Interpersonal skills and service mindedness essential.
Have basic knowledge of computer especially micro soft word and excel.
Job title 3: Governance Policy Analyst (1)
Description of the Post

The Policy Analyst will be based in CEO’s office and reports to the CEO. He/she will act as a Liaison, working closely with all heads of Departments, and external organizations and Institutions particularly in the areas of policy formulation, research and development. He/she will interact with senior policy makers, governance sector representatives’, academia and other stakeholders engaged in monitoring implementation and improving the governance sector in Rwanda.

Key Responsibilities and Duties

Carry out Policy formulation, Research, Analysis, and Advocacy.
Advise the CEO and Management on strategic Policy matters.
Undertake Policy Analysis supporting the review of the Good Governance Principles.
Formulate Policy proposals from Research and Policy Dialogues,
Coordinate and monitor key Policy issues.
Draft reports, working papers, recommendations and briefing notes to the Management, and Board of Governors on policy issues.
Establish and develop professional contacts with officials from Rwanda and International organizations as well as the academia in the field of Policy formulation and implementation.
Organize events, meetings and disseminate Policy related information and documents to colleagues across RGB and external partners.
Liaise with other institutions whose mandates are similar to those of RGB in order to borrow good practices and policy recommendations adopted in those organizations;
Follow up policy research and analysis on the institution’s programming and strategic directions in order to provide the best possible evidence for decision-making.
Carry out other tasks as assigned by the CEO or his representative.
Minimum Qualifications

Master’s Degree in at least one of the following field: Political Science, Law, Public Policy; Public Administration with at least 2 years of experience in Policy Analysis;
Bachelor’s Degree with 4 years of experience and high exposure in the same fields as identified above;
Excellent leadership, communication and analytical skills;
Fluency in English and Kinyarwanda is essential; knowledge of French would be an added advantage.
Job title 4: Local Governmenet Capacity Building Officer /LG human resource development and training officer (1)
Background and context

With the mandate to implement the decentralization program, Rwanda Governance (RGB), a government agency established under MINALOC, has among other roles and responsibilities, the coordination and harmonization of capacity building initiatives and interventions in Local Governments. Therefore, in order for RGB to provide LGs with the needed technical assistance based on the implementation plan of CB strategy for LG, RGB is seeking a qualified staff to work as a team member of experts tasked with the implementation of the Decentralization Implementation Program.

Duties and responsibilities

The LG human resource development and training officer will assist RGB in the daily operations of the capacity building unit. He/she will assist RGB in carrying out his responsibilities, to maximize his assistance for adequate run of the Local Government (LG).

Under the supervision of the Director of LG CB Unit, he/she will work as a member of experts tasked with the implementation of the Decentralization Implementation Program. He/She will focus on Capacity Development components of Local Government and will be responsible for the following tasks:

Provide support in the development of local government training programs;
Provide support in developing capacity in management of human resource in the local government departments;
Provide to the LG staff members, both political and professional, with enough competencies, managerial and operational skills that enable them to deliver correctly various services to steer local economic development effectively;
Prepare induction trainings for new Local Government staff and authorities;
Develop, produce and disseminate brochures, manuals and guidelines in the field of trainings at the local government level;
Ensure harmonization of different stakeholders’ approaches for trainings in LGs with specific guidelines, manuals and toolboxes;
Facilitate establishment of an annual plan for capacity building by specifying the part covered by the district budget and the one requiring external support;
Establish a network of trainers specialized in the field of decentralization to implement and continuously adapt training in decentralization;
Be proactive in follow-up and feed-back (oral and written) to office and staff members on the above issues;
Carry out other functions as assigned by supervisor.
Reporting

The LG human resource development and training officer should report to his supervisor periodically on progress achieved against the agreed action plan. Specifically, he/she is required to submit the following reports:

Weekly, Monthly, Quarterly and Annually report which includes: progress in the action plan, challenges encountered, planned activity for the following period.

Required qualifications, skills and experience

A Masters degree in Human Resource Management, Public Administration, Education, Political Sciences, Management with 2 years of experience in the field or a Bachelor’s degree in the same domain with 5 years of experience in the field.
Excellent knowledge of scope, challenges and problems concerning local development and and decentralization service delivery.

Excellent written and oral communication skills in English and Kinyarwanda French being an asset.
Ability to work independently, and with minimal supervision;
Ability to prioritize the program work and to complete multiple tasks;
Ability to communicate with others in an effective and concise manner;
Extensive work experience with local government;
Solid experience in a relevant field related to the area of assignment (i) individual and organizational capacity development, (ii) human resource management;
Proven record of providing technical assistance through capacity building is an asset;
Advanced computer skills mainly MS Office (word, Excel, PowerPoint Applications).
Job title 5: Institutional Performance Specialist (2)
Background

As RGB is charged, among others, with the responsibility of monitoring governance practices in public and private institutions, it has been also requested to carry out a performance audit of Boards of Directors of government agencies. It is against this background that RGB would like to recruit 2 Institutional Performance Specialists to carry out this assignment.

Reporting to:

The Director, Governance and Service Delivery Monitoring Unit;

Overall Purpose

To conduct performance audit of Boards of Directors of government agencies

Key Responsibilities and Duties

Review the general responsibilities of the organ of BODs;
Assess the functioning and operations of BODs;
Advise Government on how best BODs can be better utilized;
Audit delivery of other responsibilities of the BODs;
Audit the exercise of trusteeship by the BODs on the Agency;
Audit working relations with the management of agencies and line Ministries;
Support different BODs to put in place board charters that will enable the evaluation of their work;
Submit periodic reports to the direct supervisor;
Carry out any other activity that would enhance the role of BODs as assigned by the direct supervisor;
Key Competencies

The following specific expertise is required for this assignment:

Experience evaluating the effectiveness of governance programs or other relevant governance experience.
Strong oral and written communication skills.
Excellent time management, interpersonal, problem-solving and computer skills.
Strong report drafting skills.
Highly reliable and organized, results-oriented, flexible.
Fluent (speaking and writing) in English and Kinyarwanda. Speaking and writing French is an asset.
Minimum Qualifications

The candidate should be fully qualified with a Master’s degree in relevant field related to the content of the assignment (Public Administration, Social Sciences, Law, Management, Planning, or a related field).

At least 3 years of experience working in a public institution.

Job title 6: Monitoring and Evaluation Officer of CSO Project (1)
A Bachelor degree in economics, sociology or closely related field is required with proved experience in M&E.
A master university degree in strategic management/strategic planning, demography, public policy, with a strong background in social science, research, and/or statistics should be an advantage.
3 to 5 years of progressively responsible professional-level experience using social research data to analyze policy and/or evaluate program impact is required. At least two years of this work experience should have been in development assistance or related work with donor organizations.
Experience developing and implementing surveys/questionnaires is required.
Experience in managing program implementation and evaluation is highly desirable.
Experience integrating gender into monitoring and evaluation is required.
Must demonstrate evidence of experience in the analysis and interpretation of data/information and communication of findings in written and oral form including reports and presentations.
Fluent in spoken and written English, Kinyarwanda and French.
Job title 7: Capacity development specialist of CSO Project (1)
A Bachelor degree in management, public administration, sociology or closely related field is required with proved experience in capacity building.
A master’s university degree in development studies or management with a strong background in social science, research, and/or with an equivalent combination of education should be an advantage.
5 years experience in project cycle management;
Extensive experience in the context of capacity development including production of the required strategies, plans and monitoring frameworks;
Experience in coordinating inclusive capacity development initiatives/projects
Experience in engaging stakeholders from private and public sectors both in the national and international development context;
Proven capacities in resource mobilization and networking;
