The Rwanda Natural Resources Authority (RNRA) is a government institution established by the law No53/2010 of 25/01/2011; its general head quarter is located in Insurance Plaza at Airport Avenue behind Sopetrad Petrol Station.
RNRA is an authority that heads the management of promotion of natural resources which is composed of land, water, forests, mines and geology. It is entrusted with supervision, monitoring and to ensure the implementation of all issues relating to promotion and protection of natural resources.

Rwanda has conducted its first systematic Land Tenure Regularisation (LTR) program, with 10.3 million parcels mapped and registered. To ensure that the records held by the Rwanda Natural Resources Authority (RNRA), Lands and Mapping Department arc an accurate reflection of the actual rights on the ground, a maintenance system is being developed. The current phase of this maintenance system is funded mainly by Government, the UK Department for International Development (DFID) and the Netherlands, and runs until the end of June 2015.

The programme is based around the deployment of the Land Administration Information System (LAIS) and the implementation of revised land laws. The whole system depends on a decentralised approach to land administration. This decentralised approach requires modification of the land administration systems, and will inevitably require development of new procedures. The programme will involve developing new, appropriate systems to fit both the law but also the needs of the implementing agency, decentralised entities and different stakeholders; especially the general public.

In addition, this programme with provide technical support to districts in translating the national land use master plan for development. All districts have produced draft land use plans to guide development and ensure that Rwanda makes optimum use of its scarce land resources. These draft plans need to be converted into detailed local area plans at a scale that will allow monitoring of new developments and link land administration to land use management.

In order to implement the above mentioned programme, RNRA would like to recruit local individuals for the following positions: 1. Finance Officer (1) 2. Public Relations and Communication Officer (1) 3. ICT Adviser (1) 4. Land Use Planning Consultant (1) 5. Monitoring and Results Adviser (1)
Responsibilities and requirements for each position are listed in the table below:

1. Position: Finance Officer (1)
Responsibilities

Administer and monitor the financial system in order to ensure finances are maintained in an accurate and timely manner
Establish and maintain cash flows
Prepare and reconcile bank statements
Establish and maintain supplier accounts
Process supplier invoices
Maintain the purchase order system
Ensure a proper record and filling system of all transactions
Prepare monthly financial statements
Prepare quarterly financial reports and assist with annual audit
Administer the payroll system
Maintain a leave management system
Perform other related duties as required
Requirements

Hold at least a first degree in Accounting, Business Administration or related field with strong accounting background.
Possess at least 2 years of experience in project finance management.
Be well organised, capable of dealing with people at all different levels, and be able to communicate eloquently.
Be fluent in English (written and oral) and Kinyarwanda and French.
2. Position: Public Relations and Communication Officer (1)
Responsibilities

Provide a review of the existing Communication Strategy.
Prepare a Work plan from the existing Communication Strategy to implement.
Implement the Communication Strategy.
Review all existing LTR and LAIS campaigns and develop communication tools.
Organise various regular forums to disseminate knowledge and application of the Land Administration System.
Coordinate related communication initiatives run by other stakeholders.
Advise and participate in relevant forums as advised by Management.
Requirements

Hold at least a first degree in Communications, public relations or related field.
Possess at least 2 years of experience in designing and implementing communication strategies and in public relations.
Be well organised, capable of dealing with people at all different levels, and be able to communicate eloquently.
Be fluent in English (written and oral) and Kinyarwanda and French.
3. Position: ICT Adviser (1)
Responsibilities

Support the RNRA ICT team in maintenance of the Land Administration Information System (LAIS) and all land related systems (LQNS, DTIS, CORS, etc);
Ensure proper system change management;
Assist in resolving IT systems failure;
Ensure the availability, management and security of ICT infrastructure related to land services;
Advise RNRA management on ICT policy and strategic and tactical ICT matters;
Plan and report on the quality of ICT services, ICT support team activities, availability management, capacity management, operations services, analysis and programming services, ICT security monitoring as well as disaster recovery planning.
Perform other related duties as required.
Requirements

Hold at least a Masters Degree in ICT Systems, Network Management, IT infrastructures or related field.
Possess at least 5 years working experience in ICT system development, Maintenance and management
Possess proven knowledge in ICT System control.
Be well organised, capable of dealing with people at all different levels, and be able to communicate eloquently.
Be fluent in English (written and oral) and Kinyarwanda and French.
4. Position: Land Use Planning Consultant (1)
Responsibilities

Support each district, by reviewing their land use plans and updating them.
Assist districts in writing up the text required to interpret the maps already produced.
Assist districts with the establishment of a development control system which will monitor development and take action where the development is contrary to the permitted development on that site.
Develop land use guidelines
Assist in the training of local staff in land use planning and development control.
Perform other related duties as required.
Requirements

Hold at least a Masters Degree in: Geography, Land use Planning, urban and regional planning or related field.
Possess at least 5 years working experience in land use planning and development control.
Possess proven knowledge in developing land use development control systems.
Be well organised, capable of dealing with people at all different levels, and be able to communicate eloquently.
Be fluent in English (written and oral) and Kinyarwanda and French.
5. Position: Monitoring and Results Adviser (1)
Responsibilities

Develop and implement a project M&E framework that aligns with performance indicators.
Develop procedures and processed to gather, measure, and objectively verify delivery/progress of results against indicators including: definition of information, data requirements, sources, data collection and analysis.
Ensure the project M&E framework includes robust and accurate indicators that can demonstrate that the project aligns with reporting requirements.
Assist in reporting program activities with a focus on results and using performance information for effective and flexible management.
Carry out monthly LTR Monitoring.
Continue monitoring of LTR on the Log frame established.
Establish a LAIS monitoring reporting Module.
Regularly check on data validity and revise data collection process.
Carry out data analysis to provide decision makers with the information that can improve the processes of LTR and Land Administration System(LAS)
Support and co-ordinate with other studies carried out by other stakeholders on Land issues.
Provide specialist M&E input for any development of monitoring tools and indicators, and to liaise across government departments and with donors on the subject.
Actively find ways to improve the maintenance of the land register.
Perform other related duties as required.
Requirements

Hold at least a first degree in Social Sciences or related field with additional professional courses in Monitoring and Evaluation (M&E).
Possess at least 3 years of experience in project/program M&E.
Possess proven knowledge in developing M&E electronic and analogue systems.
Be well organised, capable of dealing with people at all different levels, and be able to communicate eloquently.
Be fluent in English (written and oral) and Kinyarwanda and French.
The above mentioned position will be subjected to a contract of one year renewable subjected to performance and availability of funds.
