NATIONAL WOMEN’S COUNCIL VACANCY ANNOUNCEMENT

The National Women’s Council (NWC) is a Public institution established by the Rwandan Constitution of 4th June 2003 as amended to date with a mandate of empowering women and enhancing their participation in different development programs through Mobilization, Capacity building and Advocacy for the resolution of women’s problems.

In order to advance and sustain Gender Equality Gains in Rwanda through the Joint Programme, the Government of Rwanda has contracted a two year Grant from the Swedish International Development Cooperation Agency (SIDA) through the One UN.

Within the context of implementation of Joint Intervention Programme, the National Women’s Council wishes to recruit well qualified personnel on the following vacant posts:

1. Post number one: Program Coordinator
Duration: 2 years

Duty station: Kigali

i. Key duties and responsibilities

Ensure overall coordination of the program;
Plan and report all activities related to the program ;
Ensure supervision, monitoring and evaluation of program activities for effective implementation;
Participate in technical steering committee of the program;
Prepare the Steering Committee of the Program and ensure the participation of NWC in Steering Committee;
Develop a capacity building plan of NWC Executive committee members and staff towards NWC mandate;
Develop a NWC Partnership and Resource mobilization strategy;
Serve as Focal point of the Joint Program;
Sharing information on the program;
Consolidate program weekly, monthly, quarterly and annual reports and submit them to Executive Secretary of NWC;
Fulfill other responsibilities assigned to her/him by NWC
ii. Qualification and Skills

Master degree in Project management, Development studies, Gender, Social sciences, Law or with a minimum of 3 years experience at senior level at similar/close position in public institution, private sector or international organization
A Bachelor degree in Project management, Development studies, Gender, Social sciences, Law, with a minimum of 5 years experience at senior level at similar/close position in public institution, private sector or international organization.
Good planning and organizing skills;
Proven skills in capacity building organization;
Ability in resource mobilization;
Familiarity with system and procedures of UN Agencies;
Good knowledge of English, French .Fluency in Kinyarwanda is compulsory ;
Computer literacy
2. Post number 2: Economic Empowerment Expert
Duration: 2 years

Duty station: Kigali

i. Key duties and responsibilities

Support to the Program Coordinator;
Develop Program proposals for NWC;
Ensure the implementation of women’s economic empowerment activities in the Program;
Gather and share information to optimize program delivery;
Support financial management of the program;
In collaboration with Program coordinator, She /He will also elaborate resource mobilization plan;
Develop monitoring and evaluation system of the program activities;
Elaborate and produce narrative and financial weekly, monthly, quarterly, annually report.
ii. Qualification and Skills

Master degree in Project management, Development studies, Gender, Social sciences, Law or with a minimum of 3 years experience at senior level at similar/close position in public institution, private sector or international organization.
A Bachelor degree in Project management, Development studies, Gender, Social sciences, Law with a minimum of 5 years experience at senior level at similar/close position in public institution, private sector or international organization.
Have a good knowledge in Cooperatives management
Proven skills in financial management
Familiarity with system and procedures of UN Agencies
Good knowledge of English, French ;
Fluency in Kinyarwanda is compulsory ;
Computer literacy
The National Women’s Council wishes also to recruit well qualified personnel under statute of the public servants to fill the following vacant posts: 3. Post number

3: Partnerships and Cooperation Officer
Duty station: Kigali

i. Key duties and responsibilities

Propose to the NWC the partnership strategy and ensure its implementation;
Initiate , update the mapping of potential partners to the NWC and propose the areas of cooperation ;
Elaborate the women empowerment projects proposals and contribute to the resource mobilization;
Propose to the NWC the resource mobilization strategy and ensure its implementation;
Contribute the organizational capacity of the NWC structure and members;
Propose to the NWC the coordination strategy and ensure its implementation ;
Initiate strategic relationship between NWC and different Stakeholders;
Ensure efficient and effective partnership, coordination and information sharing between the NWC and its partners involved in women empowerment ;
Coordinate information flows between stakeholders involved in women Empowerment ;
Prepare and Coordinate the NWC events;
Serve as focal point of to NWC Partners
Prepare and organize quarterly, semi-annual and annual meeting with NWC partners
Prepare a quarterly, semester and annual reports on Women empowerment.
Carry out any other duties assigned to him/her
ii. Qualification and Skills

A bachelor degree in Project management, Gender, Social sciences, Communication.
Proven skills in communication
3 years working experience
Good knowledge of English, French ;
Computer literacy
4. Post number 4: Women Empowerment Programme Officer in Charge of Economic Empowerment
Duty station: Kigali

i. Key duties and responsibilities

Identify women needed skills to respond to the market demand.
Identify financial and economic opportunities relevant to women and disseminate the information among Women.
Support women to elaborate Business plans and income generating activities.
Propose to the NWC different strategies to mobilise resources for the implementation of its programmes.
Monitor and follow-up the National women’s Council properties.
Elaborate the project proposals to mobilise resources for strengthening women’s initiatives.
To technically support, monitor and follow-up, the functioning of the NWC at Provincial, Kigali city and District levels.

ii. Qualification and Skills

MBA , Masters in Economics
Bachelor degree in Development studies, Management, or and Economics
3 years working experience.
Proven skills in project and business plan elaboration
Good knowledge of English, French ;
Computer literacy
5. Post number 5: Secretary
Duty station: Kigali

i. Key duties and responsibilities

Receive and guide visitors ;
Process mail and documents assigned to the Secretariat;
Register incoming and outgoing mail ;
Verify correct dispatching and orientation of mail within the NWC
To file records, files and documents of the NWC ;
Produce the monthly activity reports of the Central Secretariat and forward them to her/his Supervisor ;
To carry out an annual inventory of records and documents of the library and assess their physical state;
Establish the thesaurus of archives of the library;
Organize the documentation and archives of the NWC;
Update the database of archives and library catalogues;
Centralise needed documentation;
Type the documents of NWC ;
Answer calls;
Take minutes of the meetings;
Carry out any other duties assigned to him/her
ii. Qualification and Skills

A1 in Secretariat or other relevant field
3 years of experience working in similar work
Good knowledge of Kinyarwanda, English, and French ;
Have a command of computer skills (Word Excel, internet);
