1. Senior Programme Manager
RECRUITMENT OF A SENIOR PROGRAMME MANAGER TO BE BASED IN THE NATIONAL COMMISSION FOR CHILDREN
The National Commission for Children (NCC), with the support of UNICEF, is inviting applications from suitably qualified Rwandese nationals to fill the following vacancy:
TITLE : Tumurere Mu Muryango (TMM) Senior Programme Manager
DURATION :Two years renewable upon satisfactory performance
DUTY STATION : Kigali

Located in the National Commission for Children and within the delegated authority and the given organizational set-up, the TMM Senior Programme Manager will be responsible for coordination and management of the TMM programme including planning, implementation, monitoring, reporting and evaluation.
KEY AREAS OF RESPONSIBILITY
Ensure the successful implementation of TMM Programme by managing day to day activities of the programme, as well as supervising dedicated programme staff.
Oversee all aspects of the programme in accordance with the Strategy for National Child Care Reform.
Support the development of NCC institutional capacity building strategy and focused institutional capacity building technical assistance plans.
Coordinate the revision and enforcement of the National Standards for Children’s homes
Review and evaluate the technical, institutional and financial feasibility and constraints of programme in collaboration with programme stakeholders.
Prepare relevant programme reports required for management, the Executive Board, donors, budget reviews, programme analysis, annual reports, etc.
Organize coordination meetings with programme key partners including Government, non-government and Districts structures and provide regular feedback on the implementation of the programme.****
Support the social workforce team in engaging with parents/guardians on child care issues in order to educate the community in appropriate ways of managing their children’s development and so prevent instances of child neglect and abandonment.
Establish and supervise programme work plans and monitor progress and compliance.
Monitor the overall allocation and disbursement of programme funds, making sure that funds are properly used and monitored.
Report weekly, monthly, quarterly and annually to NCC Executive Secretary, MIGEPROF and UNICEF.
Ensure that TMM programme is supported by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of lessons learned and best practices.
Adopt rights-based programmes approach in the formulation of short term and long term programme goals and objectives and development of strategies and implementation frameworks.
Formulate consistent and effective planning, design, implementation, monitoring and/or evaluation of the TMM programmes.
Provide added value to the programming planning and design processes using a results-based management approach to programme planning and design.
Prepare and submit viable recommendations on programme implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children to ensure achievement of stated objectives.
Foster a multi-disciplinary approach, developing and maintaining where needed strategic and operational partnership with health, education, local government, Police and civil society to ensure that multi-sectoral work maximizes the impact of frontline service delivery.
Collaborate daily with UNICEF Child protection Section, Districts, Children’s homes managers and other relevant programme stakeholders to establish and maintain sound internal controls supportive of programming endeavors and to coordinate financial and supply management requirements and accountability.
Plan, develop and implement programme activities by collaborating with the programme stakeholders and provide leadership in provision of technical advice, negotiation and advocacy leading to agreement on practicable and priority actions for the TMM programme.
MINIMUM QUALIFICATIONS AND EXPERIENCE
1. Education
University degree in Social Sciences, Sociology, Management and Law. Advanced/ Master’s degree in the above mentioned fields will be an added advantage.
2. Work Experience<code></code>
5 years of relevant professional work experience in child protection; experience in child care and child policy is an asset. Experience in project/programme management in the areas of social affairs and development in general.
At least 2 years of experience in a managerial capacity/senior supervisory role, as well as practical experience of coordinating work with several organizations.
Background/experience in child care and government Institutions pertaining to child protection in Rwanda is required.
Sound understanding and past working experience of community principles practices.
Experience in working with Local Government, (I)NGOs and Development Partners is required.
3. Skills and Abilities:
In depth knowledge of child care, protection and welfare system in Rwanda and de-institutionalization processes in particular.
Excellent writing skills, presentation skills, strong strategic and analytical skills, computer skills, negotiations skills, interactive and interpersonal communication skills,
Ability to work with Government Officials at national and district levels as well as with international and national development partners.
4. Languages
Fluency in English and Kinyarwanda. Fluency in French is an added advantage.

RECRUITMENT OF AN ADMINISTRATIVE AND FINANCE OFFICER TO BE BASED IN THE NATIONAL COMMISSION FOR CHILDREN

Located in the National Commission for Children and within the delegated authority and the given organizational set-up, the TMM Administrative and Finance Officer will provide administrative and finance support to TMM programme.
KEY AREAS OF RESPONSIBILITY
Administration:
Maintain records, prepare documentation and correspondence and provide administrative support for Programme implementation including organization of meetings, workshops, missions, external visits and conferences.
Search office files and records relating to a variety of topics for information and reference. Select information and records in specified format or on the basis of general instructions for use by others in preparing reports, correspondence, technical papers, programme plans and general reference documents.
Prepare schedules, letters of invitation, registration forms and obtain relevant materials for meeting, workshops and conferences organized by the section ensuring photocopying, printing and procurement of supplies.
Prepare, on own initiative, correspondence, reports, evaluations and justifications, as required, on general administrative or specialized tasks which may be of a confidential nature within the assigned area of responsibility.
Arrange appointments for TMM team, receives visitors, place and screen telephone calls, respond to routine requests for information, and assist in making travel arrangements for TMM team as appropriate.
Maintain office records and reference files on various subjects.
Arrange meetings, both internal and external, some involving high-ranking officials, and take minutes and/or notes at meetings.
Make travel and hotel reservations, prepare travel orders and assemble information pertinent to the purpose of travel.
Perform other duties, as required by the supervisor and Programme Team from time to time.
Finance/ Budget:
Monitor and control of the Programme budget.
Retrieve information on costs of programme elements, and compile them in standardized and customized reports.
Provide information on accounts and availability of funds; issue revised sub-allotment; advise and update allotment lists.
Maintain financial records and monitoring systems to record and reconcile expenditures, balance, payments, statements and other data for day-to-day transactions and reports, vouchers, etc.) and reconcile data for recurring or special reports.
Select and enter data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data
Compile information in computerized summarized reports to identify areas of over or under-expenditure.
Check monthly expenditure reports, to ensure that charges are properly allocated and allotments are not exceeded. Ask programme team members and partners to clarify over-expenditures.
Prepare recurring reports as scheduled and special reports, as required for budget preparation, audits or other reasons.
Initiate correspondence to verify data, answer queries and obtain additional information on accounts and financial transactions, as required.
Prepare detailed cost estimates, and participate in budget analysis and projects, as required.
Perform other duties, as required.
MINIMUM QUALIFICATIONS AND EXPERIENCE
1. Education<code></code>
Completion of Bachelor’s degree in accounting, Finance or Management.
Additional training in bookkeeping, budget management or accounting is desirable.
2. Work Experience
At least five years of relevant experience in a finance position (absolute requirement) as well as in an administrative position. Project experience is an asset.
Exposure to child protection is an added advantage.
3. Skills and Abilities:
Ability to operate calculator or other machines used to maintain accounts.
Ability to operate major computer equipment and programmes.
Organization skills and attention to detail.
Communication and inter-personal skills.
4. Languages
Good knowledge of English (including written English) and Fluency in Kinyarwanda. French is an added advantage.

Located in the National Commission for Children and within the delegated authority and the given organizational set-up, the TTM Community and Family based Support Specialist will ensure successful implementation of TMM Programme for Child Care Reform in Rwanda by coordinating and overseeing support to children, families and communities at sub-national levels.
KEY AREAS OF RESPONSIBILITY
Work closely with District level structures and TMM Stakeholders to ensure that alternative care, services and other supports are available for children and their families.
Be responsible to provide technical support to the Social workforce team and community child care workers to monitor psychosocial and other types of support at the community level.
Be responsible to facilitate the process of transformation of institutions into alternative facilities including community-based services for children and families in accordance with the Strategy for National Child care Reform.
Work closely with services providers to ensure the development of comprehensive model for family tracing.
Support the district staff, partner organizations and Programme stakeholders to identify alternative or permanent care options
Coordinate Programme partners for the effective provision of consistent tailored reintegration packages and/or support services for children and families
Ensure strong linkages between children/ families and existing social protection schemes and mechanisms.
Initiate and support the establishment of partnership mechanisms between public and private sector for the provision of family support services
Support in the establishment of prevention mechanisms for child abandonment, child institutionalization and child protection at community level
Provide technical support to District Social Workforce and community child care workers to plan, deliver, and monitor psychosocial support and other types of support at the community level.
Support the provision of technical assistance and facilitate the transformation process of institutions into alternative facilities including community-based services for children and families
Coordinate field related activities, trainings, and other workshops for the team.
Organize and participate in monthly, quarterly and annual Programme Coordination meetings and ensure the timely preparation of annual program status reports.
Participate in information exchange with development partners, stakeholders and media visits as well as in the development of training and orientation materials.
Contribute to building and maintaining multi-disciplinary working relationships, strategic and operational partnership with health, social protection and education sectors, local government, Police and civil society to ensure that multi-organization work maximizes the impact of frontline service delivery.
Contributes to Develop partnership and collaboration with internal and external counterparts in order to exchange information on programme status and implementation.
