The City of Kigali seeks to recruit employees for the following positions:
1. Position title: Primary & Community Health Care +HMIS + Special Health Programs Expert (1)
Description of Duties
Coordinating the collection of all relevant information on the public and private health sector in Kigali City to establish a database on the Health status in the city of Kigali in collaboration with the unit responsible for tracking and monitoring health indicators
Participation in the development of PSDSK and health districts action plans (multi-year or annual)
Providing guidance and support to districts in the implementation of the Primary health Care Policy and Community Health;
Support the planning and implementation of integrated training of Fosa health personnel and the community in collaboration with the Districts
Support to districts in supportive supervision at all decentralized levels i.e. health centers (public and private) and the community;
Organizing periodic orientation meetings in SSP and Community health in collaboration with district authorities, partners, the district hospital, the USF and the private sector.
Contribution to negotiations on the conditions of approvals of private and congregational health actors, and their process of integration with public authorities
Support for planning and monitoring of investments aimed at extending and improving the provision of health care at the first level of the health system and the community
Support to the coordination of the implementation of PBF USFPE;
Collecting and analyzing quarterly and annual reports of the public, accredited and private Fosa and community activities in collaboration with the Districts.
Technical support to community partners of the district in planning, coordination, implementation, monitoring and evaluation of community health activities and the revision of data collection tools on community activities
Contribute to the design, implementation and monitoring of Health activities in Schools and the Integration of Mother and Child Health Programs, the tight against Malaria, TB and HIV / AIDS in health structures in Kigali City
To monitor the MDG’s I health indicators
Oversee activities related to district performance contracts for health issues
To monitor the management of mutual health funds
Perform other tasks deemed necessary by the unit management
Qualifications
Master in Public Health Management with at least 1 year working experience Or A0 in Public Health, health Management with at least 3 years working experience
2. Monitoring and Evaluation Expert (1)
Description of Duties
Regularly monitor the implementation of the Kigali City Strategic plan and ensure continuous alignment with national economic development policies:
Carry out evaluation of Kigali strategic plan, while aligning implementation results to EDPRS indicators;
Design and propose Kigali City M&E system
Regularly document achievements of Kigali City in regard to strategic plan and action plans indicators.
Liaise with the Planning office to refine performance indicators
Analyse the reports on programs implementation and evaluate results of programs and projects
Analyse statistical information to document M&E reports
Evaluate the impact of the implementation of policies and programs
To advice the Kigali City on how to improve performance;
Put in place a system of quality control
Qualifications
Master or Equivalent in Strategic Management, Economics, Development Studies. Business Administration, Management; with 3 years working experience or A0 Economics, Development Studies, Business Administration, Management with 5 year working experience.
3. Procurement Officer/ Civil Engineer (1)
Description of Duties
to prepare procurement Planning; – to prepare bidding documents:
to publish and distribute tender notice;
to receive and safe keeping of bids;
to request competent authorities to approve recommendations for the award of tender;
to prepare notification of tender award to a successful bidder
to monitor contract execution in collaboration with the beneficiary department;
to provide information and documents to Rwanda Public Procurement Authority ;
Any other responsibilities provided by Regulation on Public Procurement.
Qualifications
A0 in Civil Engineering with at least 1 years working experience.
