1. FINANCE OFFICER — PROGRAMME
Trocaire is the official overseas development agency of the Catholic Church in Ireland, established in 1913.

Trocaire does not implement overseas programmes directly. Instead the organisation works in partnership with global Catholic networks and with local civil society organisations on the ground The aim is that ‘solutions’ to overcoming poverty and injustice are not imposed on partners and beneficiaries but rather that they are the authors of their own development.

Trocaire’s programmes in Rwanda are managed from an office in Kigali, which currently has twenty contracted staff.

The post of Finance Officer — Programme is a new role responding to a strategic decision to centralise responsibilities related to Partner Governance and Finance Management, Finance Control and Reporting, Staff Capacity Building, Internal Control Systems & Processes and Programme Budgeting. The position will report to the Finance and Administration Manager, who is responsible for all accounting support to Trocaire’s programmes in Rwanda. The position is also a key contact for government, donors, local partners and auditors.

You will field a Bachelor’s Degree in Accountancy, Finance or Business Administration or a recognised, comparable, Accountancy Qualification and have at least 3 years experience as a Finance Officer, or equivalent, ideally with an INGO or NGO, with experience of Finance Capacity Building.

Experience of managing the finances for multi-donor budgets and familiarity with different donor financial policies is required as is experience of organizing audits. Competency in Microsoft Office computer packages and at least one recognised Accountancy Package (ideally Agresso) is essential, as is fluency in both written and spoken Kinyarwanda and French and a good working knowledge of English.

Salary will be dependent on qualifications and experience.

2. MONITORING & EVALUATION OFFICER

Trocaire currently has two core programmes in Rwanda, Governance and Human Rights Programme and a Sustainable Livelihoods Programme. Both programmes are managed from a Country Office in Kigali.
The role of Monitoring & Evaluation Officer will have primary responsibility for providing support to programme staff in designing M&E frameworks and in data collection, analysis and
learning; all to ensure the accountability and efficiency of the programmes and individual partner projects.
You will hold a Bachelor’s Degree or higher in Project Management, Monitoring & Evaluation, Information Management Systems or related academic field and have at least 3 years experience working with NGOs, with between 2 – 3 years of M&E experience arid at least 2 years of field work experience. Competency in Microsoft Office computer packages is essential as is fluency in written and spoken Kinyarwanda and a good working knowledge of English and French.
