One Acre Fund is a social enterprise that serves smallholder farmers with a bundle of training, inputs and credit. Currently, we serve around 70,000 Rwandan farmers, under the brand ‘Tubura’.We distribute fertilizer in 10 districts in Rwanda, through our farmer group program and our agrodealer program. We do not give handouts, but ask farmers to invest in our future through participating in our program.

Job Description

To One Acre Fund, a good relation with the national government is crucial. Not only is a cooperative relationship necessary for the implementation of OAF’s program, OAF also feels it is in the long term interest of our clients to build up good relations and mutual understanding between our work and the Ministries of Agriculture and Local Governments. Therefore, we are looking for a communications officer to develop, track and maintain relations with policy officials in Kigali.

Primary Duties of the Policy officer

Maintain key relations: regular exchange of information and update with key relations in the national government.

Support research: undertake research and writing tasks focused on translating M&E data into policy papers. This includes involvement in strategic thinking about advocacy projects.

Communication: play a support role in the development of newsletters, reports and any other communication methods, with as core audience the Rwandan agricultural sector.

Representation: represent One Acre Fund in various meetings in Kigali, in the management of documents and contracts, and where else representation is needed.

Facilitate Field Operations: work within a team to plan specific and government related aspects of the input distribution process.

Qualifications

We are seeking exceptional professionals with a strong relevant background and a demonstrated long-term passion for sustainable agricultural development in Rwanda. Please only apply if you fit these criteria:

Required:Either a BA or MA degree in a relevant field (public administration, journalism, agriculture – if you can proof a policy focus) and/or significant work experience in a relevant field
Required: Minimum 5 years of working experience required, preference for the private sector in Rwanda or abroad
Required:Excellent command of Kinyarwanda and English, basic (or better) command of French
Required:At least 1 year spend either traveling outside the East Africa Region intensively or living abroad (professionally or for education).
Communication skills: a strong and confident personality able to communicate both crystal clear and diplomatically, you are a pro-active problem solver.
Oversight: the ability to quickly grasp the essence of complex processes
Demonstrated computer skills in email, internet, Microsoft Office (Word, Access, Excel and Powerpoint)
Integrity and a positive attitude, passionate about serving smallholder farmers.
Willingness to commit for at least two years working with One Acre Fund.

Job Description

The Inputs Team is responsible for procuring agricultural inputs (seed, fertilizer, solar lights, other large items) for all One Acre Fund operations in East Africa and ensuring the inputs are delivered to our warehouses. We are looking to add a Kigali-based staff member to the team that will coordinate the import process into Rwanda and will procure inputs from local suppliers in Kigali.

Primary Duties and Responsibilities

Understand the import process for fertilizer, seed, solar lamps, and other items into Rwanda
Work with our clearing agent to get goods into the country quickly and with minimal cost.
Work with relevant government agencies to obtain import permits and applicable tax exemptions.
Track deliveries of fertilizer and seed to One Acre Fund – Tubura warehouses in Rwanda.
Develop and maintain relationships with logistics service providers (clearing agents, truck companies)
Develop and maintain relationships with suppliers of agricultural inputs in Rwanda (seed, fertilizers, pesticides, etc).
Work with seed companies that have a presence in Rwanda to procure seed and ensure delivery to our regional warehouses.
Work with Rwanda finance team to ensure that necessary payments are made on time.
Provide general support to Inputs Team as the local representative in Rwanda.
Qualifications

We are seeking exceptional professionals with a strong relevant background and a demonstrated long-term passion for sustainable agricultural development in Rwanda. Please only apply if you fit these criteria:

Minimum 2 years of working experience. Strong preference for some experience in procurement, logistics, or clearing.
Ability to work independently and prioritize.

Willingness to travel on short notice to border clearings, ports (Mombasa, Dar Es Salaam), and our warehouses in rural areas of Rwanda to observe clearing/delivery process.
