1. Background
The Ministry of Natural Resources/RNRA would like to inform the Public that it has been accredited to a Direct Access of the funds of United Nations For Climate Change Convention (UNFCCC) through Adaptation Fund, and is seeking to recruit the qualified Personnel on the vacant posts of the Project Implementation Unit: Project Coordinator and Project Financial and Administrative Assistant.
2. Post number one: Project Coordinator
Duration: Total 4 years; following successful completion of 6 months probationary period.
Duty station: Nyabihu District
Salary: Competitive
Qualifications and Experience
A Masters degree in Agricultural Economics, Project management, Economics, Business Administration, Civil engineering, Water Resources Management Engineering, Environment and Sanitation Engineering, Agriculture, Public Administration or related discipline relevant to the mentioned fields, with sound knowledge of Climate change management. A minimum of three years at a senior level in a relevant public institution, private sector or in an international organization, with proven skills in the management and coordination of internationally financed development programs. Familiarity with the processes of UNDP/UNEP programs will be an added value. The selected candidate would be expected to have a creative, energetic but pragmatic approach to problem-solving and an appreciation of the respective roles of the public and private sectors in rural economic development. Computer literate. Good speaking and writing ability of English is essential.
Job Description
1. Reporting to the Single Project Implementation Unit Coordinator in Rwanda Natural Resources Authority:
Provide oversight and guidance to the Project Management Unit (PMU) in the Project on all matters pertaining to the smooth operation of the Project, in accordance with procedures and obligations specified in the Adaptation Fund’s Grant Agreement and implementation arrangements detailed in the Project Document;
In close collaboration with the District Vice Mayors in Charge of Economics in MUSANZE and NYABIHU and other main stakeholders of this project, prepare the Annual Work Plan, Procurement plans and Budget (AWPB) in relation to the Project design and available financing, and oversee the implementation of the activities as per the approved AWPB;
Oversee the preparation, introduction and utilisation of a Results Oriented Management Information System during the project implementation period;
Ensure that the project produces the results specified in the results framework to time and budget through preparation of Quarterly technical reports, Quarterly financial reports, Quarterly procurement reports, etc.) as appropriate and in accordance with the Loan Agreement and the arrangements specified in the Adaptation Fund Operation Manual;
Ensure implementation of the participatory, iterative, multi-faceted approaches of the Project that are crucial to maintaining its focus on poverty reduction and wider concerns in rural development affecting the Project area;
Ensure full compliance with the AdF and NIE’s Planning, budgeting and procurement guidelines;
Coordinate the contract administration of PMU Staff and asses their performance on a regular basis; and report back to the National Implementing Entity or National Executing Entity when needed;
Provide inputs to the policy briefs at sector level
Perform any other task may be assigned to him/her by the NIE Focal person, National Program Officer or SPIU Coordinator.
3. Post number two: Financial and Administrative Assistant
Duration: Total 4 years; following successful completion of 6 months probationary period.
Duty station: Nyabihu District

Qualifications and Experience
At least a University Degree or equivalent related to finance, administration, Economics or procurement related fields;
2 years of working experience and reporting in financial and administrative management of development projects; if possible in complex and integrated projects or organizational structures; Demonstrated ability to administer project budgets successfully and on time, and to track financial expenditure;
Very good networking and communication skills. Demonstrated ability to maintain effective communications with different stakeholders, and arrange quality meetings and/or workshops;
Knowledge of the UN finance, procurement and administration policies will be an advantage;
Job Description
The Financial and Administrative Assistant will have different responsibilities related to procurement, bookkeeping and day to day financial aspects of project implementation.
The Project Financial and Administrative Assistant will e responsible for providing administrative assistance in `general project implementation and management and day-to-day liaison with counterparts. He/She will provide comprehensive secretarial and administrative support to the Project Coordinator, including drafting correspondence, taking of minutes, arranging for the processing of travel clearances, making travel arrangements and related asks. The Project Administrative Assistant carries out his/ 2r functions under the direct supervision of the Project Coordinator Specifically, the incumbent will:
Project administration and project accounting as well as preparation of Project financial reports and budgets;
Act as logistics Officer of the project and supply of office furniture and related services: fuel, equip., supplies, contractual procurement, IT & communication services;
Support drafting of agreements, TOR for contracts, tender documents contracts;
Maintain a copy of the personnel files for project staff;
Establish and maintain a full inventory of project assets;
Establish, maintain a functional internet service in the project office;
Establish, maintain a comprehensive filing/recording system in the project office;
Providing financial, administrative guidance to the implementation of project components;
Contribute to quarterly consolidation of physical and financial progress reports;
Ensuring full congruency of finance, administration and procurement operations with AdF and NIE policies;
Train other staff in finance, procurement and administrative rules and regulations;
Collaboration with eventual internal or external audits;
Advise project stakeholders on applicable administrative, procedures and ensures their proper implementation;
Maintain project correspondence and communication;
Support the preparations of project work-plans and operational and financial planning processes;
Assist in procurement and recruitment processes;
Against project budgets and work plans, and follow-up on timely disbursements;
Assist in logistical organization of project meetings, training and workshops;
Prepare agendas and arrange project field visits, appointments and meetings and write minutes from the meetings;
Perform other duties as per request of the project Coordinator.
LANGUAGE:
Fluency in English.
