1. Capacity Development Advisor
URC is currently seeking candidates for a USAID health systems strengthening and quality improvement program in Rwanda. This five-year project will provide to support the Government of Rwanda by implementing an integrated health system strengthening program that provides sustainable, high quality, high-impact and client-oriented health services.

The Capacity Development Specialist is responsible for sustainably developing systems, capacity, and ownership of local partners and the timely achievement of related indicators, performance criteria, and benchmarks.

Responsibilities:

Provide technical leadership and strategic direction of Project activities to strengthen local systems and implementing partners to empower them to be self-reliant to the greatest degree possible.
Advocate initiatives in the health sector and ensure that it is carried out by participant CSOs for reform or change.
Oversee and directly support the tracking and development of local NGOs progress towards performance benchmarks to ensure their ability to eventually receive direct funding from USAID.
Provide mentorship and supervision to staff and consultants working on the capacity building component of the program.
Minimum Requirements:

Master’s Degree in economics, social sciences, management or business administration, public administration or a related field, preferably focused on capacity building.
At least 9 years’ direct work experience in developing countries as a senior expert in training and capacity building required. Preference for experience working in the health sector.
Demonstrated ability to design capacity building strategies based on clear needs identification and understanding of the operating context, and experience of working with CSOs.
Proven experience in development of interventions to improve quality, efficiency and sustainability of civil society and communities in Rwanda or other regional countries is desirable.
Proven expertise in health systems strengthening, grants management, and developing the financial and functional capacity of organizations to improve sustainability and contribute to a vibrant, effective nongovernmental sector. Familiarity with a wide range of capacity building techniques.
2. Senior Quality Improvement Advisor – Rwanda
URC is currently seeking candidates for a USAID health systems strengthening and quality improvement program in Rwanda. This five-year project will provide to support the Government of Rwanda by implementing an integrated health system strengthening program that provides sustainable, high quality, high-impact and client-oriented health services.

The Senior QI Advisor will be responsible for supporting the QI Director in guiding and mentoring the QI team and other project staff in supporting health and civil society institutions in Rwanda to scale-up quality improvement strategies.

Responsibilities:

Responsible for ensuring smooth running of multiple continuous quality improvement efforts through capacity building and coordinated implementation of modern quality improvement initiatives for better health outcomes in Rwanda.
Document QI efforts and develop QI tools as necessary
Provide strategic and advisory support to QI teams and coaches at the province level.
Coordinate efforts of district-level QI advisors to ensure uniform implementation of QI initiatives
Assist with the design and oversight of learning sessions to facilitate the scale up of improvements.

3. Senior Finance and Administration Officer
URC is currently seeking candidates for a USAID health systems strengthening and quality improvement program in Rwanda. This five-year project will provide to support the Government of Rwanda by implementing an integrated health system strengthening program that provides sustainable, high quality, high-impact and client-oriented health services. The Finance & Administration Officer will support the Finance Director in overseeing budgeting and expenditure monitoring processes for the project and for coordinating with other departments and staff to ensure contractual compliance with financial requirements.

Responsibilities:

Ensure that all activities are compliant with internal financial controls.
Prepare and/or review financial reports and analyses.
Review and verify field financial reports, including spot checking back-up documentation, monitoring clearance of exceptions and compliance with deadlines.
Support the tracking of expenditures against obligations or fixed price amounts, and with reviewing and troubleshooting project-level financial tracking spreadsheets.
Participate in project financial check-in meetings and prepare status reports following each meeting.
Minimum Qualifications:

Bachelor’s degree in finance, accounting, business administration, or related field; MBA or related Masters’ degree highly preferred.
3-5 years of experience with costing, budget preparation, or other financial management.
Knowledge in subcontracting and sub recipient procedures as well as small grants management

4. Director Finance and Administration
URC is currently seeking candidates for a USAID health systems strengthening and quality improvement program in Rwanda. This five-year project will provide to support the Government of Rwanda by implementing an integrated health system strengthening program that provides sustainable, high quality, high-impact and client-oriented health services. Director of Finance and Administration will provide overall direction for all project operations covering financial and administrative issues at all levels of the project.

Responsibilities:

Work with COP to ensure efficient functioning of administrative and financial processes and maintain internal control.
Direct activities of project support staff and ensure sufficient assistance is given to the staff in each of the project offices.
Collaborate with USAID to ensure regular communication, adequate understandings and timely response to Mission requests, schedules, and formatting.
Liaise with other key technical personnel and local staff to ensure smooth administrative and financial processes are upheld.
Minimum Qualifications:

Master’s degree in Public Administration, Finance, or related field.
Minimum 10 years of experience in program administration with at least five years in a senior management position.
Demonstrated expertise with USAID financial regulations and management systems.

This five-year project will provide to support the Government of Rwanda by implementing an integrated health system strengthening program that provides sustainable, high quality, high-impact and client-oriented health services. The Senior Technical Advisor, Health Financing, is responsible for developing and implementing programs to strengthen health financing mechanisms in both the public and private sector levels.

Responsibilities

Direct and manage the health care financing areas of the project under the overall leadership of the COP
Provide training and technical assistance for the project in all areas of health care finance and health economics encompassing the design, implementation and evaluation of health insurance schemes and performance-based finance schemes, as well as cost-effectiveness and comparative effectiveness across programs, including pharmacoeconomics
Work directly with URC field staff, development partners and government officials in Rwanda to analyze and articulate strategies to improve resource allocation, purchasing and pooling mechanisms for insurance, as well as for other relevant health care financing areas
S/he works with the MOH and partners to conduct studies to build the evidence for developing and implementing the national health financing policy
Minimum Qualifications

Masters’ degree in health economics or equivalent, PhD Preferred
8+ years’ experience providing technical assistance in the design, implementation, and/or evaluation of health finance and economics programs in developing countries
Expertise and experience in the design, implementation and evaluation of healthcare finance, performance-based financing and health economic policies and projects

6. Chief of Party- Rwanda
URC is currently seeking candidates for a USAID health systems strengthening and quality improvement program in Rwanda. This five-year project will provide to support the Government of Rwanda by implementing an integrated health system strengthening program that provides sustainable, high quality, high-impact and client-oriented health services.

The Chief of Party will have technical and management responsibility for a large, complex integrated health systems strengthening project and its staff, in addition to serving as URC’s representative to USAID, relevant government agencies (including the Ministry of Health), other donors and multinationals, technical agencies and other participating organizations as required. S/he will be responsible for overall implementation of the project and will provide general program and technical direction and ensure the completion and submission of all project deliverables.

Responsibilities:

Provide vision, direction, and guidance to the program interventions, quality improvement, health systems strengthening.
Manage overall project implementation, strategic planning and operations in accordance with Rwandan government, USG, and URC policies and procedures.
Maintain coordination with USAID/Rwanda, collaborating organizations, local partners and institutions, the donor community and host government and MINISANTE officials.
Direct and monitor overall program planning, administrative and financial processes, budgeting, performance monitoring, reporting, and quality control and assurance.
Oversee the development and implementation of strategies and work plans that focus on integrated health systems strengthening, sustainability, feasibility, cost effectiveness, and achievement of the required results. Assure integration of technical strategies with each other, and with the overall operational strategy of the project.
Cultivate, manage, and strengthen positive, productive relationships with USAID, Ministry of Health, other governmental agencies, partners, other cooperating agencies, NGOs, etc.
Ensure the high quality, within-budget, and on-time delivery of interim and final results agreed upon with the donor. In collaboration with USAID, partners and key stakeholders (including the MOH), periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets.
Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting performance planning and reviews; communicating, implementing and assuring adherence to URC and project policies, guidelines and values.

Minimum Qualifications:

Minimum of a Master’s degree in public health, social sciences, international development, or other closely related field.
10+ years’ experience in the implementation and management of international development projects preferably within health.
Understanding of public health in Rwanda and, knowledgeable in primary health care. Knowledgeable about the socioeconomic, institutional and policy issues related to public health.

7. Deputy Chief of Party- Rwanda
URC is currently seeking candidates for a USAID health systems strengthening and quality improvement program in Rwanda. The program areas of focus include performance based financing, health policy, health supply chain management, monitoring and evaluation, integrated service delivery, institutional capacity building and quality improvement with technical areas of focus including HIV/AIDS; tuberculosis; family planning and reproductive health; maternal and child health; water, sanitation and hygiene; nutrition; gender-based violence and child protection.

The DCOP will ensure that technical assistance in health systems strengthening to the public and private sector at all levels is provided in an integrated manner that builds stakeholder capacity and country ownership. This position will support the COP with the implementation of the project and will provide general program and technical direction and ensure the completion and submission of all project deliverables.

Responsibilities:

Provide technical direction for one or more technical components.
Coordinate program implementation including detailed monthly and quarterly work planning and reports, capacity building and monitoring
Ensure technical assistance in health systems strengthening to the public and private sector at all levels is provided in an integrated manner that builds stakeholder capacity and country ownership
In conjunction with the COP, cultivate, manage, and strengthen positive, productive relationships with USAID, MINISANTE officials, other governmental agencies, partners, other cooperating agencies, NGOs, etc.
Coordinate documentation of program results.
Ensure that the program has adequate staff to carry out high-quality work and that staff are recruited and hired in accordance with local, donor and URC requirements.
Overseeing Financial Manager’s management and correct use of financial system and correct and timely preparation of monthly field reports and cash projections.
Maintaining regular contact with USAID/other donor key counterparts and URC headquarters staff.

Minimum Qualifications:
Master’s degree in public health, health management or administration.
10 years senior-level, relevant public health experience in health systems strengthening and related-HSS interventions, preferably on major donor-funded projects.
Experience managing and coordinating the work of a team of technical experts to ensure that project milestones are met on time, within budget, and to the highest quality standards.
Strong supervisory and mentoring skills, with demonstrated ability to craft and implement project work plans.
The DCOP must also have demonstrated experience interacting with host county governments and counterparts and international donor agencies.
8. Director, Health Systems Strengthening
URC is currently seeking candidates for a USAID health systems strengthening and quality improvement program in Rwanda. This five-year project will provide to support the Government of Rwanda by implementing an integrated health system strengthening program that provides sustainable, high quality, high-impact and client-oriented health services. The Health Systems Strengthening Director will be responsible for guiding and mentoring the HSS team and other project staff in supporting health and civil society institutions in Rwanda to strengthen integrated health service delivery

Responsibilities:

Provide technical leadership, technical assistance and capacity building in health systems strengthening (HSS) and quality improvement (QI), to strengthen integrated service delivery.
In harmony with the national policy, develop and disseminate normative tools and training materials to strengthen the capacity of staff and local partners on health systems strengthening and QI activities (as outlined above).
Monitor implementation of HSS and QI related activities in the field and ensure timely completion of objectives.
Assemble and lead the HSS technical team to carry out assessments and capacity building exercises for local partners.
Produce and present papers at local, regional and international forums to share experiences and emerging best practices.

The M&E Director is responsible for providing technical direction and management of monitoring and evaluation activities for an integrated health systems strengthening project in Rwanda. This position will oversee and coordinate work related to M&E activities of the HSS project and ensure M&E is utilized and managed properly within the project and by local and international partners.

Responsibilities:

Develop and guide the technical direction of the monitoring and evaluation (M&E) approach and strategy.
Prepare and conduct trainings on M&E topics for staff and project clients to build the capacity of local organizations to be effective in knowledge management and learning.
Apply geographic information system (GIS) tools to improve decision making and management for results.
In collaboration with Team Leaders and Regional Coordinators, as well as home office based program team, respond to all USAID and Rwanda HSS reporting needs.

This role will support the training of partners and field staff in research, M&E, and data for decision making.
Assist with the design and ongoing evaluation of health systems and quality improvement activities implemented in participating districts.
Assist with the effective collection, analysis and interpretation of data to reflect project performance indicators in collaboration with partners and other staff members.

Senior Technical Advisor – Human Resources for Health (HRH) leads and directs the conceptualization, standardization, development and implementation of HRH strategies and interventions to strengthen results, organizational impact, and ultimately improve health outcomes in Rwanda.

Responsibilities:

Provide strategic and technical leadership in HRH, as well as support stakeholder engagement and support of MINISANTE officials, Ministry of Public Service, Ministry of Finance and other stakeholders and partners.
Oversee and manage the use of existing HRH tools and approaches, including financing and costing tools, workforce planning and assessment strategies, curriculum development, and policy reform activities.
