- Head of Human resource
Responsible for the company’s entire recruitment process, and for interacting with all levels of managers concerning HR projects, policies and operational decisions.
Duties;
- Overseeing the full recruitment cycle, in particular contract preparation.
- Providing specialist information and guidance to employees and managers on HR policy and practice and employment law.
- Managing the annual salary review process for the company.
- Promoting equality and diversity in the recruitment process.
- Ensuring that all company policies and procedures are up to date in line with current employment law.
- Supporting supervisors to ensure the success of their teams.
- Ensuring that the correct recruitment and selection procedures are adhered to.
- Controlling costs and ensuring that they do not exceed budgets.
Requirements,

- Providing advice and support in complex recruitment cases.
- Bachelor’s degree in Humana Resource management from recognized university.
- Experience of more than two years as Humana resource manager.
2. Company Recovery Officers
Duties and Responsibilities:
- Produce, in collaboration with the finance department, a collection plan, detailing the actions to be taken as the payment is in arrears.
- Coordinate with Finance director and business development team and keep a detail registry of loans in arrears, the actions taken and next steps.
- Following up with clients who have delinquent loans via telephone, email and SMS, as per the collection plan.
- Confirm the accuracy and soundness of loan documents with legal counsel before proceeding to legal action.
- Coordinating with pursuit of legal actions with the legal counsel.
- Find ways and mechanisms to avoid past due loans falling into default.
- Find ways to solve the repayment issue with the clients before taking any legal action.
- Travel to provinces and pursue the legal action against default clients in the courts.
- Following up with the appropriate authorities regarding the progress of legal actions taken against clients with loan in arrears.
- Produce a weekly status report of loans in arrears, successful collections and actions taken.
- Other duties as instructed by Finance Director.
Job Requirements
- Experience working in financial services, banks and in private business.
- Experience in loan collection and recoveries
- Knowledge of Rwanda legal system
- Experience supporting loan development process
- Strong Communication and presentation skills
- Ability to quickly grasp key Security concepts and Value Chain
- A University degree, preferably in Business management
- 3 years of progressively responsible experience
- Good English and French and excellent Kinyarwanda.
- Driving permit category A.

PROCUREMENT AND LOGISTICS OFFICER
Duties and Responsibilities
Plans, prioritizes, assigns, supervises and reviews work of staff responsible for purchasing including technical and specialized procurement of supplies, equipment and services. Requires extensive knowledge of policies, procedures and practices.
Reviews, analyzes and approves all purchases where award is not made to the low bidder to ensure justification exists and policy is followed. Reviews, analyzes, researches and approves purchases of a non-competitive nature.
Resolves problems and protests concerning bid solicitations, contract awards or contract performance as the need arises. Addresses unauthorized purchases.
Reviews language and submittals (bonds/insurance) in contracts/agreements to ensure compliance with company policy, proposes alternate language, requests revisions, negotiates terms, executes final document or recommends execution.
Meets with or speaks to interested vendors concerning potential source for supply and service. Develops and maintains an effective working relationship with vendors and fosters relations between suppliers and company.
Requirements
Completion of a Bachelor’s degree in Accounting, Business Administration or related field and 3 years experience in governmental or commercial accounting with emphasis on internal auditing or an equivalent combination of experience, training and/or education.

LEGAL ADIVISOR
Duties and responsibilities;
1.Over all in charge of the Legal matters of the entire Corporation of TOPSEC Investment ltd.
2.To assist the Company, in all matters concerning Legal matters.
3.Watch the performance of Standing Counsels of the Corporation of Company in preparation of Counter Affidavit, Written Statement, Writ Appeals, and Vacate Stay Petition etc.
- To attend the Court and to liaison with Standing Counsels, Government Pleaders and Coordinate with Advocate of the company.
5.Offering legal opinions to the head of departments and company share holders in respect of the legal matters.
Requirements
Completion of a Bachelor’s degree in law, and 3 years experiences working in legal forum or National police or an equivalent combination of experience.
- TRANSPORT SUPERVISOR
Essential Job Duties
You must monitor the transportation budget to ensure funds are properly utilized and implement organizational objectives as dictated by management. Daily tasks include supervising employee performance, allocating driver assignments, ensuring compliance with safety standards, and maintaining all vehicles in top working order. You will manage databases that detail transport activities, financial accountings, and employee schedules and personnel records. Management also relies on you for hiring and firing recommendations, training staff in department policies and procedures, and sharing information about new laws or technological advances. In addition, you must often serve as a point of contact for customers, building relationships and addressing complaints.
Required Skills,
You should be a highly organized analytical thinker with good oral and written communication skills. You must be able to juggle multiple tasks at once and meet deadlines under pressure. The most effective supervisors are also well-mannered leaders, ably dealing with employees, management and customers to ensure maximum satisfaction from each. Reading and understanding codes, laws, regulations and policies are critical along with basic budgeting, accounting, data entry and electronic file system knowledge. Some positions also require an aptitude in algebra and geometry.
Working Conditions
The position will often entail modest physical exertion such as lifting, pushing, pulling or carrying work-related supplies and equipment. Balancing, bending, crouching, kneeling, crawling and stooping are also routine. On average, you will spend half your time sitting and half standing or walking. While most work environments are generally safe, hazardous conditions do arise and require proper preparation. Some of the more common include exposure to adverse weather conditions, extreme temperatures, combustible materials and aggressive or unruly employees.
Requirements;
The required document is a high school diploma, although a college degree in a related field like transportation and logistics management is a big plus. More important is two to three years of relevant work experience with a proven track record in scheduling and managing others also prefer you to maintain a class B commercial driver’s license and excellent driving record, even if you will not personally be driving for them.
