Rwanda Governance Board is a Government Institution that was established by law No 41/2011 of 30/09/2011.In an effort to fulfill its mission, Rwanda Governance Board is supported by two projects, Deepening Democracy and Accountable Governance (DDAG) and Strengthening Civil Society Organizations for Responsive and Accountable Governance in Rwanda. It is in this background that, Rwanda Governance Board wishes to recruit two (2) staff to fulfill the following vacant positions :(1) Capacity Development Specialist and(2)Finance Officer.

Capacity development specialist (1)

Key Responsibilities & Duties

Job Purpose :

The capacity development specialist does field research to gain understanding of the needs and assists in the planning, developing, and implementing of evaluations of the CSO strengthening project capacity building needs assessments.

Report to :

The Capacity development specialist works closely together and reports directly to the Head of Civil society and political Parties Department.

Duties and Responsibilities :

1. Identify capacity issues for grantee CSOs and conduct participatory capacity needs assessments ;

2. Develop and implement the program capacity development strategy and plan,

3. Develop the required capacity development quality standards and progress monitoring framework ;

4. Support implementing partners in developing their respective capacity development program and providing technical advice on their implementation.

5. Contribute to the production of knowledge products of CSOs capacity development

6. Develop creative training strategies to train both grantee CSOs and non-grantees and implementing partners according to the needs

7. coordinate general capacity development activities and facilitate capacity development initiatives for both grantee CSOs and non-grantees

8. Assess incidents/problems and make appropriate capacity changes to improve services performance.

9. Produce regular evidence based and result oriented report in the capacity development activities conducted ;

Minimum Qualification, General Experience & Skills

a) Minimum Qualification

A Master’s Degree in Project Management, Development Studies, Human Resource Management, Sociology with 3 years of experience in capacity building area or a Bachelor degree with 5 years in the same field.

General Experience

• 5/3 years’ experience in project cycle management ;

• Extensive experience in the context of capacity development including production of the required strategies, plans and monitoring frameworks ;

• Experience in coordinating inclusive capacity development initiatives/projects

• Experience in engaging stakeholders from private and public sectors both in the national and international development context ;

• Proven capacities in resource mobilization and networking ; Skills

• Ability to communicate in English, Kinyarwanda and French,

• Strong written and oral communication skills ;

• Strong interpersonal skills,

• Ability to work in a team and in an international environment

• Ability to manage multiple activities and priorities simultaneously ;

• Ability to use common administrative software (Smart IFIMIS, MS Office, Internet, etc)

Finance Officer (1)

Job Purpose :

The Finance Officer will facilitate effective, efficient and comprehensive making of financial reports by capturing accounting transactions timely, accurately and pro-active administrative services.

Report to :

Finance Officer will be reporting to the Finance Manager.

Duties and Responsibilities :

1. Receiving supplier’s invoices and requests submitted to finance department for payment

2. Analyse and process the payments of invoices

3. Return to RRA the taxes and other Contributions

4. Maintenance of financial records , make monthly bank reconciliation, and other day-to-day transactions

5. Managing daily petty cash and fuel for projects cars and provide reports on monthly basis

6. Participate in the preparation of annual work plan and budget for DDAG and CSOs programmes.

7. Produce monthly and quarterly financial reports for the proper implementation of the programmes

8. Facilitate external audits as well as internal auditorby providing all required information for audit purpose.

9. Perform any other duty that may be assigned by the management or immediate supervisor.

Performance Indicators for evaluation of results :

• Producing accurate bi-monthly reports on time

• Effective management of donor financial requirements and responsibilities

• Maintenance of proper and accurate financial records

• Support to program staff when required and in a timely manner

• Effective introduction and maintenance of financial management system

b) Minimum Qualification

A Bachelors’ Degree in Management, Business Administration in option of Finance or any other related qualification with at least 2 years of experience in the field

General Experience

Should have been at least worked in audit service or accounting, and planning Commitment to and understanding of United Nations and Rwanda Governance Board’s mission, values and principles.

Skills

Ability to communicate in English, Kinyarwanda and French,

Strong written and oral communication skills ;

Good interpersonal skills and ability to communicate at all levels.

Ability to work in a team and in an international environment

Ability to manage multiple activities and priorities simultaneously ;

Ability to use common administrative software (Smart IFIMIS, MS Office, Internet, etc)
